- Description
- The Rio El Ojo de Agua, Flood Control Project is located in Aguadilla, Puerto Rico. The Contractor will work within an urban environment adjacent to historical buildings. Scope of work is broken down into a base contract with two options. The BASE is at the upstream end of the project and includes construction of a debris control structure consisting of an access road, clearing, grubbing, grading, and a concrete crib dam. Work also includes repair and relining approximately 31 meters of an existing tunnel. OPTION 1 work includes construction of approximately 80 meters of cast-in-place reinforced concrete box culvert at the downstream end of the project. Work also includes construction of a steel sheet pile and concrete outlet structure at the oceans edge. OPTION 2 includes construction of approximately 79 meters of cast-in-place concrete box culvert and approximately 122 meters of cast-in-place U-framed concrete channel. Construction of the concrete box culvert will be within a cofferdam, and is phased in order to handle storm water runoff through the construction area. OPTION 1 and OPTION 2 include relocation of utilities including water, sanitary sewer, storm sewer, electrical, telephone, and cable. In order to maintain service, temporary utilities will be required during construction. Magnitude of construction for is between $10,000,000.00 and $25,000,000.00. The estimated contract period of performance is 945 calendar days to include 30 calendar days for Mobilization; 210 calendar days for BASE; 345 calendar days for OPTION 1; and 360 calendar days for OPTION 2. The solicitation will be issued on or after 09 MAY 2008 with bids due on or after 10 JUNE 2008. THIS IS AN UNRESTRICTED ACQUISITION. ALL RESPONSIBLE BIDDERS ARE ENCOURAGED TO PARTICIPATE. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/.
