Description
The procurement will be competetive under the 8(a) program and when the solicitation is issued, respondents who are not participants in the 8(a) program will be considered only if there are no eligible 8(a) respondents or the cost would exceed the fair market price. Synopsis of Proposed Competitive 8(a) Procurement of Detention Services at the Port Isabel Service Processing Center (SPC) located in Los Fresnos, TX for Immigration and Customs Enforcement (ICE) The forthcoming solicitation will be for detention services to include officers, guards and transportation costs at the Port Isabel Service Processing Center (SPC) located in Los Fresnos, TX. The procurement will be 8(a) competitive. The solicitation is expected to be posted before January 31, 2008. The period of performance is expected to be March 31, 2008, with a 60 day mobilization period and actual full performance to start June 1, 2008 through May 31, 2009 for the base year plus four one year options. The mission of Detention and Removal Operations Program (DRO) is planning, management, and direction of a broad program relating to the supervision, detention and deportation of aliens who are in the United States illegally. Such activities are chiefly concerned with enforcement of departure from the United States of aliens who have entered the United States illegally. In implementing its mission, DRO is responsible for carrying out all orders for the securing and departure activities of detainees who are designated in removal proceedings and for arranging for the detention of detainees when such becomes necessary and prescribed by law. The Contractor shall furnish a fully controlled, secure, safe and supervised facility; staffing of fully trained, knowledgeable and responsive detention officers (armed/unarmed) and support personnel, including managers, who have proper security clearances and efficiently carry out the law enforcement and administrative duties required by the contract, laws and regulations; and, timely acquiring and/or accomplishing of training, certifications, licenses, drug testing, uniforms, equipment, supplies and vehicles necessary to provide the full range of required detention and transportation services seven (7) days a week, twenty-four (24) hours per day throughout the contract period of performance. The Port Isabel Service Processing Center generally operates at an operational capacity of 1,100 detainees.
