- Description
- The United States General Services Administration has a requirement for the selection of a quality contractor for the Fire Sprinkler System Upgrade at the Social Security Administration Data Operations Center and Maintenance Building in Wilkes Barre, PA. The work includes, but is not limited to: upgrading existing wet and dry pipe fire sprinklers systems in the majority of the 4 story building. The sprinkler systems architecture including combination standpipes, water services, fire department connections, and back flow prevention shall remain unchanged. The majority of floor sprinkler wet pipe systems including control stations shall be upgraded to provide a design basis of Ordinary Hazard Group 2 in accordance with NFPA 13 providing a fully sprinkler building. Additionally, two dry pipe systems shall be completed replaced loading dock. The maintenance building includes a new complete fire sprinkler systems including upgrading the domestic water service to a combined fire/domestic water service, installation of a new water meter and backflow prevention. The Maintenance Building will be designed to Ordinary Hazard Group 2 design basis in accordance with NFPA13. The estimated cost of construction is between $1,000,000.00 and $2,000,000.00. It is GSA's intent to solicit this requirement through Full and Open Competition utilizing Lowest Priced Technically Acceptable Source Selection procedures. The LPTA method, FAR 15.101-2, has been determined by the GSA Project Team to be in the best interests of the Government. This procurement is Full and Open Competition. The NAICS for this procurement is code 238220. The resultant contract will be a firm fixed price contract. For this procurement the GSA Project Team shall evaluate all properly received offers consistent with FAR 15.101-2, “Lowest Price Technically Acceptable Source Selection process”. As defined in FAR 15.101-2 (a) the lowest price technically acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. FAR 15.101-1 (b) (1) states that the evaluation factors and significant sub factors that establish the requirements of acceptability shall be set forth in the RFP. The GSA Project Team shall utilize the following factor a the requirement for acceptability: Relevant Past Performance: A minimum of three (3) projects completed in the past five (5) years that demonstrate the company's sprinkler installation experience on projects that are similar to this project scope in terms of complexity, size and dollar value. A similar project is defined as the removal and replacement of a sprinkler system and associated components within an occupied facility. (Governmental Office, Courthouse or Institutional) at a total contract award amount of $1,000,000.00 or more. All proposals received shall be evaluated for acceptability, but shall not be ranked using non-cost/ price factors.
