Description
The Federal Bureau of Investigation (FBI) is hereby issuing this combined synopsis and solicitation, for one 1.5 megawatt diesel generator set in accordance with FAR part 12 and 13. This combined synopsis and solicitation is hereby issued as FBI RFQ Number 17WC08004 and is a Firm-Fixed price procurement. This synopsis and solicitation is supplemented by the following mandatory minimum requirements for any generator offered: The generator shall 480/277 volt, 3 phase, 60Hz; Tier 2 emissions; critical grade silencer; 2000 A main line circuit breaker; sub-base fuel tank with minimum72 hour run time at 75% load; functional and complete Genset and fuel tank system; sound attenuated outdoor enclosure max 75 db at 25ft; 2000 A Automatic transfer switch, 3 pole, Nema 1 indoor (bypass isolation not required); remote status alarm panel; on-site startup; resistive load bank test; agency personnel training; annual and renewable preventative maintenance agreement. The following offer alternatives may be considered: Alternate #1- Substitute 1.51 -2.25 megawatt diesel generator and all other specifications apply. Alternate #2: Provide (2) 750-1000 MW diesel generators with fully automatic paralleling gear for first line item above. Total supplied electrical capacity to be 1.5 megawatt minimum. Each generator to have separate sub-base fuel tank and sound attenuated outdoor enclosure. All other generator specifications apply. Alternate#3 - Provide rental quote of single 1.51-2.25 megawatt diesel generator for period of performance from install date to June 2011. Provide price quotation for automatic transfer switch per specifications above. Fuel tank need not be sub-base type. Fuel tank size restriction requirement reduced to 8 hours operation at 75% load. All other generator specifications apply. All interested parties, that are willing and able to satisfy this requirement by August 15, 2008, must submit a Firm-fixed price quotation- which address one and/or all of the procurement options listed above by 3:00 pm on April 25, 2008. All quotes responsive quotes shall include in writing, the numerical price offered (to include shipping costs), all warranty information available, a completed and signed SF-1449 [which can be found at http://www.gsa.gov/portal/gsa/ep/formslibrary, the names and contact information of three recent customers who purchased similar equipment from your company, provide specifications and installation drawings for generator, sub-base fuel tank enclosure, and generator/sub-base fuel tank/enclosure assembly, remote status alarm panel, and automatic transfer switch, provide sound attenuation data and confirmation of 75 db at 25 ft for enclosure, provide emissions data and confirmation of Tier 2 emissions certification, and a certification that your company is a legal distributor of the requested generator(s). ALL QUESTIONS SHALL BE EITHER FAXED TO 202/324-0570 OR EMAILED TO RICHARD.SANDERS2@IC.FBI.GOV. NO TELEPHONIC QUESTIONS SHALL BE ACCEPTED. These offers shall be faxed to 202/324-0570 on or before the time and date specified above. The contractor shall deliver the generator(s) to zip code 22602 in Winchester, Virginia. This synopsis and solicitation document along with all incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-24. The following FAR clauses are incorporated by reference and apply to this acquisition: 52.212-1 Instructions to Offerors - Commercial Items. (NOV 2007 ), 52.212-4 Contract Terms and Conditions-Commercial Items (FEB 2007 ) and 52.212-5 Contract terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (DEC 2007), Each offeror shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications (NOV 2007) with its offer. Offerors will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Items (JAN 1999). The following factors shall be used to evaluate offers: Technical ability to meet all of the requirements criteria, the price offered for the generator(s), the warranty offered, and the past performance of offeror, all in descending order of importance. This is an unrestricted procurement and open to all business sizes. Offeror must be registered in accordance with FAR clause 52.204-7 Central Contractor Registry (JUL 2006) in order to qualify for contract award.
