- Description
- NASA Glenn Research Center (GRC) plans to issue a Request for Proposal (RFP) foradministrative and specialized technical support services, primarily in support of theCenter's Space Flight Systems Directorate projects, on an as-needed basis at NASA GlennResearch Center at Lewis Field. Performance under all the following task areas isanticipated. Task Areas: 1. Engineering Training Provide technical engineeringtraining courses in various technical areas to maintain and/or improve program/projectworkforce technical competencies. 2. Technical Support Provide technical expertise inactivities including: a) identification of technology issues; b) technical assistanceand guidance associated with design spanning the phases from concept development throughfinal design and test; c) assessment of design requirements, design approaches, tradestudies, and proposed design solutions; d) evaluation of fabrication and test plans andprocedures; e) independent risk management plan assessments and recommendations; f)environment impact and safety evaluations, and g) support of program/project reviewmeetings. 3. Program/Project Management Support Provide specialized expertiseassociated with program and project management of space research, technology,development, manufacturing, and operations, including a) review of program and projectmanagement processes;b) assessment of program and project management strengths anddeficiencies; and c) providing recommendations for approaches, tools, and processesrevisions in order to strengthen program and project management practices which alsoyield the appropriate level of insight for space flight systems senior management.This procurement is a follow-on to current contract NNC04BA10B for similar services heldby Alphaport, Inc. of Cleveland, OH.This procurement is a competitive Hub-Zone set-aside. Offerors are solicited only fromsmall business concerns expressly certified by the Small Business Administration (SBA)for participation as Hub-Zone.Interested certified Hubzone offerors/vendors having the required specializedcapabilities to meet the above requirement should notify this office of their interest orintent to submit an offer.NASA/GRC intends to issue an Indefinite Delivery/Indefinite Quantity (IDIQ) contractunder which Firm Fixed Price Task Orders would be issued for specific services in theareas generally defined in the Statement of Work.The Government does not intend to acquire a commercial item using FAR Part 12 (see note26).The NAIS Code and Size Standard are 541990 and $6.5M, respectively.The anticipated release date of the RFP is on or about 5/7/2008, with an anticipatedoffer due date on or about 6/9/2008.An ombudsman has been appointed See NASA Specific Note B.The solicitation and any documents related to this procurement will be available over theInternet.
