- Description
- The US Army Armament Research Development and Engineering Center, WeaponSystems and Technology Directorate, Indirect Fire Armaments Division,Picatinny Arsenal, NJ 07806-5000, has a need for the development of aproduction capable metal to ceramic seal brazing process that effectivelyseals xenon gas inside a sapphire flash lamp tube having metal electrodes. Theselected Offeror will be required to develop and demonstrate their processused for sealing a sapphire flash lamp tube through optimization of weldmaterials and/or brazing techniques. The selected Offeror will be required toproduce xenon filled sealed prototype sapphire tubes, using their developedsealing process and will be required to demonstrate the durability andreliability of the seal by conducting leakage testing. The seal must be ableto tolerate, and be free of leaks, after being soaked at extreme ambienttemperatures (-51 F and +230 F), exposed to the flash lamp high temperatureoperational environment and exposed to gun shock and vibration loading (~800Gs axial direction, ~250 Gs lateral direction). The selected Offeror will berequired to deliver successful laboratory leak tested prototypes to theGovernment for Government planned testing and evaluation. The selected Offerorwill be required to evaluate and analyze the results from the Governmentplanned testing and provide and demonstrate corrective actions/processimprovements performed, as necessary. The selected Offeror shall beresponsible for supplying all test hardware, equipment, and instrumentationnecessary for verifying and validating the brazing process, other than the Government planned testing referenced above. Interested Offerors shall be required to have extensive expertise and/orsignificant knowledge in the field of flash lamps used for laserapplications, extensive expertise and experience with sapphire and ceramic tometal ceiling/brazing processes, extensive expertise and experience with theability to develop test procedures and conducting laboratoryverification/validation testing, and extensive expertise and experience inperforming analysis relevant to the ceramic to metal sealing//brazingprocesses developed. A summary of personal skills levels, equipment andfacilities to include technical knowledge, experience, and areas of expertiserelevant/necessary for conducting this effort shall be included in theinterested Offerors response. Interested Offerors shall also provide adescription of test procedures, modeling and simulation and analysis that theycan perform in-house that demonstrates that they have a good understanding ofthe type of testing they will need to perform to verify structural integrityof the metal to ceramic seal, considering exposure to extreme environments(temp, S&V, etc.), and its ability to prevent leaking of the xenon filledgas. Above information shall be provided in the Offerors response at no costto the Government. All information is to be submitted at no cost or obligation to the Government;information provided will not be returned. Responses should be limited to nomore than twenty (20) pages. All responsible, interested Offertors areencouraged to submit their capabilities / qualification data and any pertinentinformation via email, or electronically, No LATER THAN 21 May 2008.TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept writtenquestions by email. The Point of Contact for this action is Robyn Mappa, ContractSpecialist, Email robyn.mappa@us.army.mil, AMSML-AQ-CA, (973)724-2005.Email your questions to Thomas Grieg, Senior Engineer totom.grieg@us.army.mil. This is a Sources Sought/Market Survey Announcement only and should not beconstrued as a Request for Proposal or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of thismarket survey. A formal solicitation is anticipated and a solicitation noticewill be published at a later date with more detailed technical requirementsprovided. Note 26 applies.
