Description
Solicitation Number NCNJ5000-8-32478 is being issues as a request for quotation in accordance with the format in FAR Part 13. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. The North American Industry Classification Code (NAICS) is 541511. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey to procure a Coast Pilot Production System. The objectives of this contract are to develop a system to get the Coast Pilot in a state of continual maintenance in an online, user-friendly format for the maritime user and to provide a more practical means to update the Coast Pilot and enhance it as a product. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following clauses apply: FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. The following additional FAR clauses are applicable to this acquisition: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans for the Vietnam Era; 52.232-1, Payments; 52.232-34, Payment by Electronic Funds Transfer - Other then Central Contractor Registration; 52.232-39, Submission of Electronic Funds Transfer Information with Offer; 52.249-2, Termination for Convenience of the Government (Fixed Price)(Short Form). Interested contractors are invited to review the attached Statement of Work entitled "Coast Pilot Production System" dated March 25, 2008 and provide a written and electronic response to be received no later than noon April 30, 2008 addressed to Gina E. Lee, Purchasing Agent, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7141, Silver Spring, Maryland 20910, Gina.E.Lee@noaa.gov. The information set forth in this Pre-Solicitation notice is an advanced copy of the Request for Quotation (RFQ) that becomes final unless otherwise modified before the due date. Contractors must submit a complete response. The Government reserves the right to make one award or no award at all as a result of this solicitation.
