Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued under Request for Quotation (RFQ) number W912NR-08-Q-0026. All proposals shall reference the RFQ number and shall be submitted by 11:00 A.M. local time on 5 MAY 2008. The anticipated award date is 06 MAY 2008. This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular FAC 2005-22 dated 24 December 2007. This acquisition is reserved 100% for HUBZONE small business concerns; however, the Government is accepting quotes from small business concerns and large businesses. In the event of insufficient HUBZONE small business concern participation, (minimum of two) award may be made to a participating small or large business. The North American Industry Classification system code (NAICS) is 336312 with a size standard of 750. COMMERCIAL ITEM DESCRIPTION: Furnish the Louisiana Army National Guard, MATES 71 with CUMMINS NHC 250 engine parts as defined in Line Items 1-8 below. Line Item 1, Quantity - 100 kits, Ring Set Piston, NIIN 01-218-4995, Part Number 3804438. The Pistons shall be new condition. Line Item 2, Quantity -70 sets, Dampner Vibration, NIIN 01-202-9715, Part number 3017946; new condition; 6 mounting holes. Line Item 3, Quantity 420 each, Injector Assembly, NIIN 00-404-3054, part number 3055250; remanufactured; 5.269 inch body length by 1.500 inch body diameter steel material. Line item 4, Quantity 100 each, Manifold exhaust, NIIN 01-137-9707, part number 210879, new condition; center section of three part exhaust manifold. Line Item 5, Quantity 95 each, Air Compressor, NIIN 01-010-0533, part number 3049186; remanufactured; Line Item 6, Quantity 100 each Drive Accessory; NIIN 01-092-9815; part number 3005133; remanufactured. Line Item 7, Quantity 95 each, Pump Fuel Metering, NIIN 01-215-6721; part number 3060711-4144; remanufactured. Line Item 8, Quantity 585 each Cylinder Head, Diesel, NIIN 01-146-4182, Part number 3008100; remanufactured. The vendor must provide a one year warranty for all remanufactured parts from time of installation. Vendor will be responsible for pick-up and delivery of all warranted items as well as applicable core requirements. Required turn around time for parts is 24 hours. Vendor will deliver the engines to the LA National Guard, MATES 71, 1830 K Avenue, Ft Polk, LA 71459. Pick-up and delivery times will be coordinated thru the MATES 71 and vendor when purchase order is awarded. The proposed delivery schedule is as follows: 5 sets of all parts within 24 hours of contract award, thereafter 20 sets per month to be delivered until completion. Parts can not be stored at location. The vendor must certify in their proposal that they can meet the aforementioned delivery schedule. All remanufactured parts are required to have a documented quality system checklist included with delivery. Vendor must be ISO 9001:2000 compliant. The vendor should provide the Government with a firm fixed price per unit. The Government intends to evaluate proposals and award a purchase order without discussions, therefore, offerers initial proposal should contain the offerors best terms.
