- This request is for information only. No contracts will be awarded solely on the bases of the responses to this synopsis. All commodities must be 100% domestic origin. The USDA, Farm Service Agency, Kansas City Commodity Office (KCCO) procures domestic origin food commodities for use in various foreign food assistance programs administered by the Foreign Agricultural Service (FAS) and U.S. Agency for International Development (USAID). Kansas City Commodity Office – International Procurement Division intends to issue solicitations for procurement under sealed bid contracts. The solicitations will be distributed solely through the FSA Home/Commodity Operations/Procurement and Sales/Export Operations website at: http://www.fsa.usda.gov/FSA/webapp?area=home&subject=coop&topic=pas-ex-si All future information concerning these acquisitions, including solicitation amendments and commodity requirements will be distributed and accessed solely through the aforementioned website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about these acquisitions. The solicitations may have a partial set-aside for small business concerns, 8(a) concerns, SDVO, and/or SDB concerns. Small businesses are encouraged to participate. The website for registration is www.ccr.gov. In addition, all bidders must comply with KCCO vendor qualification requirements, as required by the Federal Acquisition Regulation (FAR) Part 9.202(f). The qualification requirements are available at: http://www.fsa.usda.gov/FSA/webapp?area=home&subject=coop&topic=pas-vr The following commodities are classified under the NAICS code referenced above and are purchased by the International Procurement Division, KCCO. Technical staff contact information for each product can be found at: http://www.fsa.usda.gov/Internet/FSA_File/eodstaff.pdf SOURCES ARE SOUGHT FOR THE FOLLOWING: DRY EDIBLE BEANS (DEB): Dry edible beans shall grade U.S. No. 2 or better, with moisture not to exceed 16 percent for all beans, and include marrow, great northern, flat small white, small white, white kidney, light red kidney, dark red kidney, small red, pink, black, pea beans and miscellaneous beans, that meet the specifications for the class(es) of beans listed in the solicitation and in the "U.S. Standards for Beans." Commodity shall be packaged in 50-kilogram woven polypropylene fabric bags. BAGGED GRAIN (KCBG): The definitions, grade, and grade factors used in all determinations under this contract shall be those contained in the Official United States Standards for Grain, in effect at the time of the contract. Wheat typically shall be U.S. Grade No. 2 or better, 13.5 percent or less moisture, and a maximum of 0.6 percent dockage. Wheat may be of any class: as specified in the invitation. Whole corn typically shall be of the class yellow corn, U.S. Grade No. 2 or better, 14.5 percent or less moisture. Corn shall be sampled and tested for the Cry9C protein pursuant to Food and Drug Administration (FDA) guidelines and such test results shall be negative. Sorghum shall be of the class sorghum, U.S. Grade No. 2 or better, 14.0 percent or less moisture and a maximum of 1.0 percent dockage. Soybeans typically shall be of the class yellow soybeans, U.S. Grade No. 2 or better, 14.0 percent or less moisture. Commodity shall be packaged in 50-kilogram woven polypropylene fabric. BULK GRAIN (KCPG): The definitions, grades, grading factors, for bulk grain shall meet the specifications of the class and grade offered as defined in the Official United States Standards for Grain, in effect at the time the contract is awarded. The invitation will specify the grain to be purchased. The bulk grain will be bought f.o.b. vessel, ex-spout, unstowed, and untrimmed, at the UGRSA approved facility specified in the contract.
