Description

The United States Special Operations Command (USSOCOM), Special Operations Acquisition and Logistics (SOAL) Center intends to solicit proposals to acquire professional information technology (IT) services to satisfy requirements for the design, engineering, development, and integration of the Special Operations Resource Business Information System (SORBIS). This includes development and documentation of business processes, procedures, and/or business process re-engineering. SORBIS will be accomplished through implementation of a modern Enterprise Resource Planning (ERP) system that integrates all data and business processes of disparate legacy resource (i.e., financial) and acquisition program information management systems used throughout USSOCOM, both internal and external, into an integrated unified system that uses a common Commercial-Off-The-Shelf (COTS) material solution. This integration effort will be supported through the utilization of industry enterprise resource planning best practices and compliance with Federal, Department of Defense, and USSOCOM regulations and guidelines. It is anticipated that a single award of an Indefinite Delivery, Indefinite Quantity (per FAR 16.504 criteria) contract will be awarded that will allow for a modular development approach. Integration and technical services will be provided over a five year period. Attached is the Statement of Objectives (SOO) for SORBIS which delineates the goals of the program. Potential qualified sources are encouraged to submit a White Paper detailing their capabilities, capacity, and directly related work experience in successfully performing design, engineering, development, and integration of multiple IT legacy financial and acquisition resource management systems, preferably involving multiple legacy Department of Defense (DoD) resource management systems using different platforms and software/hardware applications, where the work is considered highly complex, where limited technical requirements and business development and operations data exists, and where business process re-engineering was involved. Finally, the White Paper shall provide a concise and detailed response as to how the company would meet the Critical Objectives as stated in the DRAFT SOO. The White Paper information should identify the company name, address, point of contact phone number and email address, company size, status under the identified North American Industry Classification System code, and Data Universal Numbering System number. The White Paper should also identify prime and subcontractor relationships (i.e., percentage of work performed between prime and subcontractors). The White Paper shall be a maximum of five pages in length (12 pitch type, 1 inch margins). Offerors must be registered in the Central Contractor Registry (CCR) at www.ccr.gov.
