Description
The US Army Office of the Program Manager Close Combat Systems (OPMCCS),Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey to identify potential sources to develop a Tactical Explosive System (TES). Ideally by grouping together functionally similar demolition capabilities (e.g. road cratering, urban breaching, etc.) and seeking the latest in technology advances, the Government can focus on available systems that can be modified, combined or tailored to do multiple demolition missions.The Government is looking for input from industry on the technologies that they are currently developing, have developed or are familiar with such that it can be applied towards developing a family of weapon systems (including explosive material, fuzing design, etc) that would meet the broad technical requirements as delineated below. a. A manportable, explosive system that rapidly and in a single process, without the need for detailed demolitions calculations, can be employed to 1) create a road crater or 2) breach a reinforced concrete wall or steel door from a closer safe distance or 3) knock out a bridge pier. b. A manportable, low-order explosive system that rapidly and in a single process, without the need for detailed demolition calculations, can be employed to 1) destroy munition caches without causing them to go high order or 2) destroy an IED without causing it to go high order or 3) destroy a munition on a road or airfield without causing major damage to the road or airfield. c. A one-manportable demolition system that rapidly can be employed and detonated to create a footpath for dismounted Soldiers through complex obstacles (minefields and wire). d. A manportable, standoff breaching capability for concrete bunkers, reinforced walls and other hardened buildings that can also be used to excavate/detonate deep buried IEDs down to a depth of at least two feet, desired to 10 feet or more. e. A manportable, multi-purpose demolition than can be configured as required to do numerous Engineer demolition missions and reduce the number of systems in the Armys inventory. f. A two-manportable, scalable/modular and tailorable demolition system that allows Soldiers to tailor the amount of explosive, warhead type, initiation method or other variables as dictated by mission requirements with a reduced employment time, minimal training time, greater precision in targeting and effect with reduced safe standoff distance and collateral damage. The goal would be a kit of common components with multiple uses and configurations that could be carried inside a squad vehicle. The TES shall be transportable in its shipping container by external rotary wing aircraft, UH-60 and CH-47, and be compatible with transportation assets organic to the Force. The TES shall be transportable by other water, rail, ground and other fixed wing air transportation assets. The containerized TES shall have tie-down and sling points to secure the container in all air, water, and ground transportation vehicles. There shall be appropriate fire and safety placards to identify hazards associated with TES components. The modular charges can be either hand-emplaced or remotely delivered and will provide a versatile, selectable effect capability. The TES will be an explosive capability that is small, precise, safe, lightweight and multi-functional, compared to the predecessor systems. Responses should include their current business structures: (a) name of Company-include contact persons name, company address, telephone numbers (voice and fax), e-mail address, (b) Company size (i.e. large, foreign, small disadvantaged, veteran owned, woman owned, etc). Included in the submission should be current major manufacturing processes, critical skills and equipment, and current production capabilities, which should include the maximum production rate attainable and minimum sustaining rate. Also identified should be the organizations facilities, equipment, unique capabilities, environmental concerns, storage, shipping, receiving and other support functions, such as testing capabilities for conducting acceptance testing of the end product. This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding to support current or future production efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
