Description
This request is for information only. No contracts will be awarded solely on the bases of the responses to this synopsis. All commodities must be 100% domestic origin. The USDA, Farm Service Agency, Kansas City Commodity Office (KCCO) procures domestic origin food commodities for use in various foreign food assistance programs administered by the Foreign Agricultural Service (FAS) and U.S. Agency for International Development (USAID). Kansas City Commodity Office – International Procurement Division intends to issue solicitations for procurement under sealed bid contracts. The solicitations will be distributed solely through the FSA Home/Commodity Operations/Procurement and Sales/Export Operations website at: http://www.fsa.usda.gov/FSA/webapp?area=home&subject=coop&topic=pas-ex-si All future information concerning these acquisitions, including solicitation amendments and commodity requirements will be distributed and accessed solely through the aforementioned website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about these acquisitions. The solicitations may have a partial set-aside for small business concerns, 8(a) concerns, SDVO, and/or SDB concerns. Small businesses are encouraged to participate. The website for registration is www.ccr.gov. In addition, all bidders must comply with KCCO vendor qualification requirements, as required by the Federal Acquisition Regulation (FAR) Part 9.202(f). Technical staff contact information for each product can be found at: http://www.fsa.usda.gov/Internet/FSA_File/eodstaff.pdf SOURCES ARE SOUGHT FOR THE FOLLOWING: VALUE ADDED SOY PRODUCTS (VASP): Soy protein isolate (SPI) is made wholly from defatted soy meal. SPI is the source of protein in milk replacers. This product can also be fortified with various micronutrients and minerals. Textured Soy Protein (TSP) is made wholly from either defatted soy meal flakes or soy protein concentrate. This product can also be fortified with various micronutrients and minerals. TSP is a dry product, easily rehydrated and takes no additional cooking time when used as an ingredient in another dish. Defatted soy flour (DSF) is made entirely from defatted soy meal. This product can also be fortified with various micronutrients and minerals. DSF is used as an ingredient and supplement to cereal products (wheat, corn, rice). Soy protein concentrate (SPC) is made wholly from defatted soy meal, soluble carbohydrates that are present in the meal; flour or TSP are removed by further processing. It is a flour-like product consisting of about 70% protein. This product can also be fortified with various micronutrients and minerals. SPC is used in a variety of meat systems, baked goods, and dairy applications. It is highly digestible and well suited for children, pregnant and lactating women, elderly, people who are ill, and situations where protein nutrition is of the utmost importance. Container and packaging requirements will be specified in the applicable commodity requirements document. CRUDE DEGUMMED SOYBEAN OIL (BOT): The quality of the oil shall correspond to the specifications contained in Rule 103 of the National Oilseed Processors Association Rulebook. The oil shall be pure and produced from fair average quality crude soybean oil from which the major portion of the gums naturally present has been removed by hydration and mechanical or physical separation. The product will be purchased in bulk, f.o.b.vessel. The contractor shall be responsible for providing continuous pumping of the bulk oil at a rate not less than 150 tons per running hour, per weather working day, Sundays and holidays included. SOYBEAN MEAL (BULK) (KCPG): The definitions, grades, grading factors, for soybeans shall meet the specifications of the class and grade offered as defined in the Official United States Standards for Soybeans, in effect at the time the contract is awarded. The soybean meal will be bought f.o.b. vessel, ex-spout, unstowed, and untrimmed, at the UGRSA approved facility specified in the contract. Technical contact is Janet Cleveland at 816-926-2540.
