Description
Combined Synopsis Solicitation Mite Study (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Request for quote AG-6395-S-08-0065 (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24 March 31st, 2008. See http://www.arnet.gov/far/loadmainre.html. (iv) This solicitation is restricted to small businesses. The applicable NAICS code of 541690 and a size standard of less than 6.5 million dollars a year. (v-vi) The purpose of this solicitation is to conduct an intensive literature search of five mite families and to identify those species that are exotic mite pests of potential economic importation to United States agriculture, sylviculture, and the ornamental industry in accordance with the attached scope of work. (vii) Delivery of the report will be 12 months from date of contract award. (viii) Provision at 52.212-1, Instructions to Offerors—Commercial Items (Nov 2007), applies to this acquisition with the following change made to f(2)(i) the last “and” is changed to “or.” (ix) Provision at 52.212-2, Evaluation—Commercial Items is applicable to this acquisition. This is a best value, trade-off acquisition; see FAR 13.106-2 & 3 for an explanation the evaluation method. Quoters are required to submit past performance information (2-4 references of previous studies with contact information), a resume or curriculum vitae (cv) for the principal investigator, and a brief description on how the quoter intends to meet the objectives (i.e. a plan of action including approach and milestones). Technical capability (i.e. resume/cv), past performance, and approach when combined are approximately equal to price. (x) Offerors shall complete at 52.212-3, Offeror Representations and Certifications—Commercial Items and submit a copy of the representation with its offer. (xii) Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition with the following FAR clauses (referenced numerically) selected: b:5(i), 15, 16, 18, 19, 21, 24, 31, 35, 36; c: 1 with the following text added Wage determinations will vary with performance location but can be found at: http://www.wdol.gov/sca.aspx#0 and 2 with the following text added Various labor categories may be appropriate depending on how the work is structured.
