Description
The Air Force Air Mobility Command (AMC) will issue solicitation, Request of Proposal (RFP) FA4452-08-R-0005 on or about 12 Jun 2008, for support of the Senior Leader Command, Control, and Communications Service-Airborne (SLC3S-A) Broadband Satellite Communications (SATCOM) Service. AMC, acting on behalf of the United States Government (USG) SLC3S-A fleet, requires broadband SATCOM service supporting SLC3S-A aircraft. The objective of this contract is to provide Senior Leaders (SLC3S-A) aircraft with Airborne Broadband SATCOM Services. The contractor shall provide a mobile, two-way broadband information service to USG aircraft within the CONUS and OCONUS service regions. The system will provide world-wide coverage between 65 degrees North and 65 degrees South including all major air routes. Additionally, the contractor will provide coverage to those areas outside the agreed-upon coverage region on an "occasional use" basis. The system must interoperate with other systems on the aircraft, and cooperate with other commercial and USG entities to maximize use of resources on the aircraft. The system must provide connectivity between the aircraft and the Government's Air-to-Global Information Grid (GIG) Gateways (A2G2s). The Contractor must provide 24 x 7 x 365 technical support service that works with the Government Network Operations Center (GNOC) /Communications Systems Operators (CSOs)/Communications Support Staffs to manage and monitor the health of the network and resolve problems in real-time fashion. The contractor will provide terrestrial connectivity for USG voice/data/video traffic between all satellite earth stations and the government demarcation point(s). Finally, the contractor will work with the DoD throughout this contract period to make use of the DoD Teleports in place of commercial/leased teleport facilities. The acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 15.101-1, Tradeoff Source Selection Process and Air Force FAR Supplement Mandatory Procedure MP 5315.3. The contract type for resultant contract will be Firm-Fixed-Price. An Industry Day will take place on May 8th and 9th from 8:00 AM - 4:00 PM (CDST) in the McClellan Conference room, Room 3302 (3rd floor) at 203 W. Losey Street, Bldg 1700 on Scott AFB, IL 62225-5223. The meeting will be UNCLASSIFIED. Details are attached to this Notice. A sources sought notice was posted to Federal Business Opportunity website on 24 April 2007 (Reference-Number-FA4452-07-RFI-SATCOM). Solicitation FA4452-08-R-0005 will be unrestricted full and open competition. The North American Industry Classification System (NAICS) code to be used for this procurement is: 517410, Satellite Telecommunications with a size standard of $13.5M. The RFP and subsequent contract will include FAR clauses 52.204-8, Annual Representations and Certification; FAR 52.219-8, Utilization of Small Business Concerns and FAR 52.219-9, Small Business Subcontracting Plan. Large business offerors will be required to submit a subcontracting plan as part of the initial proposal submission meeting FAR requirements. The period of performance is as follows: Basic Period: 1 Mar 2009 through 28 Feb 2010 Option Period 1: 1 Mar 2010 through 28 Feb 2011 Option Period 2: 1 Mar 2011 through 29 Feb 2012 Option Period 3: 1 Mar 2012 through 28 Feb 2013 Option Period 4: 1 Mar 2013 through 28 Feb 2014 Total performance is 60 months including Phase in Period. The anticipated award date is 24 Feb 2009.
