Description
This is a SOURCES SOUGHT SYNOPSIS for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. NIST currently owns a commercial aberration-corrected, monochromated analytical electron microscope to meet project needs. This microscope (FEI Titan™ 80-300, serial number D3094) is a Transmission Electron Microscope/Scanning Transmission Electron Microscope (TEM/STEM), equipped with a highly stable high tension source and the following optional elements: - Pre-sample (probe) CEOS-designed hexapole-based aberration corrector; - Wien-filter-style monochromator with high tension generator; and - Lorentz lens. The microscope is also equipped with the following third-party accessories, which were purchased through the microscope manufacturer: - Gatan MultiScan™ digital camera, model 794; - EDAX retractable energy-dispersive x-ray spectrometer and pulse processor; - Gatan on-axis bright-field (BF)/dark-field (DF) STEM detector, model 805; and - Fischione retractable annular dark-field (ADF) STEM detector, model 3000. Ongoing improvements of Titan™ family microscopes, through commercial hardware and software upgrades, will be developed by the microscope manufacturer, FEI Company, and made available to owners of these instruments, in order to further optimize instrument performance. The microscope is also currently undergoing an upgrade to incorporate other optional elements and third-party accessories purchased through the microscope manufacturer, in order to add additional capabilities to the instrument. The upgrade includes: - FEI tomography hardware / software package; and - Gatan Imaging Filter (GIF) Tridiem ER spectrometer, model 865. Preliminary installation of this upgrade has taken place, and acceptance is pending demonstration of specifications. These accessories shall be added to the service agreement upon acceptance. The National Institute of Standards & Technology (NIST) is seeking vendors, other than the equipment manufacturer, who can provide a service agreement for the service and maintenance of the Titan and its associated components to ensure uninterrupted performance within manufacturers’ specifications on a scheduled and as-needed basis. Service and maintenance shall include unlimited emergency visits during regular business hours in addition to scheduled preventive maintenance visits. Covered expenses shall include all parts, labor, travel, and per diem. The following components shall be covered by the agreement: Qty 1 each Titan™ 80-300ST STEM/TEM, Serial #D3094 Qty 1 each FEG / Monochromator Unit with High Tension Generator Qty 1 each Lorentz Lens Qty 1 each CEOS-design Hexapole Cs Probe Corrector, Serial # 04.EP.3.02.E Qty 1 each Digital Camera, Gatan MultiScan™ 794, Serial #05101301 Qty 1 each Annular Dark-Field Detector, Fischione 3000, Serial #300-073. Vendors must provide detailed information on their experience and expertise with respect to the above, and any other information considered pertinent to the requirements above to Carol A. Wood, Contract Specialist, National Institute of Standards and Technology, Acquisition Management Division, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, MD 20899-1640. Information submitted must be specific and address each of the above points. Submissions must be received by 3:00 p.m. local time on April 30, 2008. Original and e-mail submissions are acceptable. Vendors shall identify their business size as Small Business in accordance with North American Industry Classification System (NAICS) Code 811219; the Small Business Size Standard is $6.5 Million.
