Description
The Department of Energy (DOE), National Nuclear SecurityAdministration (NNSA), Office of Secure Transportation (OST), Aviation Operations Branch (AOB), and the DOE NNSA Nevada Site Office (NSO) have a current requirement for a commercial acquisition of aviation liability insurance for its fleet of aircraft operating from both New Mexico and Nevada. The objective of this acquisition is to provide immediate reimbursable emergency payments in the form of liability coverage to potentially injured parties as a result of OST and NSO aircraft operation, in accordance with the Performance Work Statement attached to the Request for Proposal attached to this synopsis. The contract period will be for a twelve (12) month base year commencing July 23, 2008, with four one year options to extend the contract for a total of five years. The NAICS code for this requirement is 524210 with a size standard of $6.5M as defined in FAR 19.101. Offerors are limited to agents capable of insuring both general and commercial aviation aircraft and are correspondents with Lloyds of London or other underwriters/markets capable of covering the exposure. Proof of correspondence capability must be provided with quotation. If underwriters and/or markets other than Lloyds of London are to be used, proof of the leaders ability to provide the required coverage must also be included into the quotation. All underwriters must be disclosed with the percentage share of the insurance each is undertaking. Offeror must provide its commission rate for the minimum stated coverages. No additional fees, overrides, bonuses or contingency fees may be paid to the agent from any carrier. Award will be made to the offeror demonstrating ability to obtain the necessary underwriting, and with the lowest price to the government.
