- Description
- The U.S. Coast Guard intends to procure help with interagency and international initiatives such as senior level briefs and bilateral consultations. This proposed procurement is for services for which the government intends to solicit and negotiate on a sole source basis to SAR CONSULTING INCORPORATED (Mr. Dan Lemon). 2621 REDBUD LN, OWINGS, MD 20736. SCOPE: 1.)Mr. Lemon is needed to support the SAR Program on national and international work that impacts Coast Guard and federal interagency operations. This work is complex, unique, and involves many federal stakeholders who have civil search and rescue (SAR/lifesaving) responsibilities, including obligations to carry out catastrophic incident SAR (CIS). He would assist by providing subject matter expertise, developing recommended solutions to problems, reviewing proposals, and liaison with staff and high level officials. Supporting the Coast Guard sponsored National SAR committee (NSARC) by writing the federal CIS addendum to the National SAR manual, supporting work on international agreements, and helping to prepare U.S papers for international forums on SAR matters are examples of the services he would provide. 2.)The current government need is to build on efforts the Mr. Lemon initiated and oversaw while he was a Coast Guard employee. Much of this work has not been done due to current staff shortfalls that have resulted in inadequate progress of the Coast Guard and it’s partner federal agencies in being prepared to deal with catastrophic incidents such as Hurricane Katrina, raising concerns about the ability to respond in a way that would be most effective in saving lives. In the international arena, because the work is complex, unique, and spread over years, there are no commercial sources of help who know the history and potential pitfalls of current initiatives, and how to best get results working through various international organizations. Much of this work was handled almost single-handedly by Mr. Lemon in prior years. 3.)Because the Coast Guard SAR program at USCG Headquarters has been the sole entity involved in these types of services, it is clear that the experience necessary could only be obtained by working in this office. No one else is currently available with this background and capabilities. Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
