- Description
- NASA/GSFC/Wallops Flight Facility (WFF) plans to issue a Request for Proposal(RFP) for indefinite delivery/indefinite quantity (IQ/IQ)services necessary for thelaunch of orbital and large suborbital space hardware from Wallops Flight Facility.Specific services will include the following: (1) launch support services related to useof specialized Virginia Commercial Space Flight Authority (VCSFA)/Mid Atlantic RegionalSpaceport (MARS) - owned or controlled launch range equipment for support of launchvehicle and spacecraft mission activities conducted by GSFC, including but not limited toPad 0A and Pad 0B launch complexes, resident at WFF and (2) feasibility studies andmission planning. These activities may include such services as, the providing for movingor assembling flight hardware, protecting hardware, providing safety oversight of launchsite activities on behalf of GSFC, and providing expendable products necessary at thelaunch site. NASA/GSFC/WFF intends to purchase the items on a noncompetitive basis from VCSFA/MARS inaccordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "only one or alimited number of responsible sources and no other types of supplies or services willsatisfy agency requirements." VCSFA/MARS maintains the only specialized expertise andcapability to operate existing launch infrastructure such as ground processing and launchpad activities, capable of satisfying large launch vehicle requirements at Wallops FlightFacility, Wallops Island, Virginia. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeMay 9, 2008. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice is solely within the discretion ofthe government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by theagency.
