MSHA IS SEEKING VENDORS THAT CAN PROVIDE THE REQUEST LISTED BELOW. PLEASE PROVIDE THE INFORMATION BY 3:00 P.M. EASTERN TIME ON MAY 30, 2008. ALL RESPONSES MUST BE SUBMITTED ELECTRONICALLY. Statement of Work For NMHSA Blueprints 1.Introduction The Mine Safety and Health Administration is issuing this statement of work for architectural and engineering drawings and blueprint services to update and revise existing drawings and to create new ones where necessary. The services will be to document the campus-wide facility at the National Mine Health and Safety Academy located in Beaver, WV. 2.Background The National Mine Health and Safety Academy (NMHSA) was constructed in 1976 as a self-contained training facility for the Agency and the mining industry, including classrooms, dormitories, cafeteria, auditorium, office space, mine simulation lab, computer center, and meeting rooms. The facility includes three separate buildings covering 350,000 square feet of space on a 73-acre campus. Over the past 32 years, numerous architectural changes have been made across the campus buildings that have rendered most existing blueprints obsolete. Additionally, the drawings are primarily only available on paper. The goals of this effort are to: •Update existing architectural and engineering blueprints to match the existing state of the Academy facilities. This update is to include a property survey of the campus; •Develop new drawings where none exist; •Have a complete set of architectural and engineering drawings available in a digital AutoCad format for future updates; and that comply with standard drawing sets typically found in building construction projects. Final deliverables must meet industry standards for a full and complete set of building, systems, electrical, etc. blueprints and drawings. 3.Scope of Work The scope of work on this contract includes all activities related to: •Discovering necessary building and property information in order to update existing blueprints and to create new ones as needed. •Updating property survey to include existing utility lines, storm drains, and water lines. •Converting existing drawings into an AutoCad format. •Updating existing drawings in an AutoCad format. •Creating new drawings where none exist. Contract staff will visit all locations on the Academy campus to identify existing blueprint deficiencies. Work will require extensive walking, bending, and stretching, and may be physically challenging at times. 4.Technical Skills Required Contract staff assigned to the information collection portion of this contract must be physically capable of performing the work. Contract staff must be experienced in the creation of standard sets of architectural and engineering drawings typically required for building construction projects. They must be capable of transforming existing paper drawings into AutoCad drawings; capable of updating those diagrams, and to make accurate to-scale drawings in AutoCad. 5.Deliverables ItemDescriptionTime Frame 1Complete final set of printed architectural and engineering drawings reflecting the current building construction of the Academy facility.5 Months From Award 2Complete final set of digital (AutoCad format) architectural and engineering drawings reflecting the current building construction of the Academy facility. Files will be provided on CD or DVD media.5 Months From Award 3Weekly status reports to MSHA project COTR.Weekly Throughout Contract 4Walkthrough with final draft of drawings with Academy facilities staff to show completion and accuracy of the drawings.4 Months From Award 5Changes to drawings as needed based on walkthrough.1 Month After Walkthrough 6.Government Furnished Resources Existing facility blueprints will be provided to the contractor. Other available documentation that is applicable to this task will be provided to the contractor. Knowledgeable MSHA personnel will be made available to assist contractor personnel in obtaining information pertinent to this task. Extensive information regarding MSHA’s business and processes is available via the MSHA Intranet homepage and will be made available to the contractor personnel. Requirements and metrics related to this project are available and will be provided to the vendor. Information considered sensitive by MSHA, such as network diagrams, cabling, or electrical diagrams will not be allowed to leave MSHA. 7.Past Performance The vendor must provide references for at least three similar projects that have been completed in the past five years. The vendor must have been the prime contractor on the referenced projects. The cited projects must be commensurate with the scope of this project and must include large multi-building facilities. Each project reference should include a description of the project, the name of the organization that contracted for the project, the reference company’s contact information, the original timeline for the project, and the actual timeline for completion of each project. 8.Proposal Submissions All vendors bidding as the prime contractor on this project must provide: •A detailed proposal of how the project will be accomplished and estimated time frames. •A description of the qualifications of key positions on this project. The qualifications should include examples of how the persons filling these key positions have experience working on projects of similar scope and size. •A description of past projects that have been completed addressing scope, size, and how the projects are similar to this one. •Past performance references as described in Section 7. 9.Evaluation Factors Listed below is a high level list of the factors that will be used to evaluate vendor proposals for this contract: •Completeness of the proposal and conformity to stated requirements. •The vendor’s level of experience in past projects updating architectural and engineering drawings for existing buildings. •The complexity of past projects and the similarity in scope of past performance projects to this one. •Quality of referrals from past project owners. •Price proposal. 10. Special Provisions 10.1 Security and Privacy Due to the sensitive nature of the blueprints for the Academy, the contractor will be required to take all appropriate precautions to ensure the confidentiality of the materials developed under this contract. No materials under this contract will be distributed outside of the personnel working on this project, both contract and federal, without the express permission of the contracting office. The contractor will be responsible for ensuring compliance by its employees with the security regulations of OMB HSPD-12, MSHA and other government installations, or contractor facilities where work is performed under this contract. This includes the safekeeping, wearing, and visibility of a MSHA-provided picture name badge. The contractor will ensure the security and return of all MSHA property, building key cards, and standard keys issued to contractor staff. The contractor will return all badges, property, keycards, parking placards, and keys the same day that one of its employees leaves the project permanently or for an extended period of time. 10.2 Background Investigation MSHA’s data and work environment is considered sensitive but unclassified. MSHA is required under the Homeland Security Presidential Directive (HSPD) 12 “Policy for a Common Identification Standard for Federal Employees and Contractors” to perform a National Agency Check with Inquiries (NACI) for Contractors. The NACI is a brief form of background investigation that is conducted through the Office of Personnel Management. This investigation will be conducted for Contractor staff assigned to this project. The Contractor staff will be required to provide two forms of acceptable identification, a current photograph, and be fingerprinted. Successful clearance is required. 10.3 Privacy Due to the sensitive nature of some of the tasks in this order, contract staff may be required to sign a non-disclosure agreement prior to starting work. 11. Product Ownership All products and deliverables developed under this statement of work (SOW) are the property of the U.S. Government and the Mine Safety and Health Administration. 12. Commitment to Protect Sensitive Information The Contractor shall not release, publish, or disclose sensitive information to unauthorized personnel and shall protect such information in accordance with provisions of the following laws and any other pertinent laws and regulations governing the confidentiality of sensitive information: - 18 U.S.C. 641 (Criminal Code: Public Money, Property or Records). - 18 U.S.C. 1905 (Criminal Code: Disclosure of Confidential Information). - Public Law 96-511 (Paperwork Reduction Act). 13. Place of Performance All tasks are expected to be performed under this order at the vendor’s location or at the National Mine Health and Safety Academy. MSHA Hours of Work MSHA office hours are from 6:00 a.m. to 6:30 p.m., in each time zone, Monday through Friday, except for Federal holidays. The NMHSA is located in the Eastern Time Zone.
