Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service, (NMFS) National Marine Mammal Laboratory, (NMML) located in Seattle, WA require a contractor for the Study of Oceanographic Conditions and Bowhead Whale Prey Distributions. Background The Beaufort Sea Shelf is a critical feeding area for migrating bowhead whales, particularly during the fall migration from their summer grounds in the Canadian Arctic to their overwintering grounds in the northern Bering Sea. A large research program has been developed to evaluate the importance of this area; this program is called the "Bowhead Whale Feeding Study" or BOWFEST. Many institutions are involved in this study, and the program is coordinated by the National Marine Mammal Laboratory. A component of this research program involves a description of relationships between the formation and distribution of bowhead whale prey (zooplankton) aggregations, oceanographic conditions, and bowhead whale distributions and feeding behavior (e.g., diving patterns relative to prey distribution) in the Western Beaufort Sea. Oceanographic and atmospheric conditions impact the composition, distribution, and availability of plankton prey for the bowhead whale. Tasks Sampling area The sampling area is over the Western Beaufort Sea oceanic shelf. Transects will be run from the shore to about 72N in an area north of Barrow, Alaska, and east to ~152 °E. Sampling season The research will be conducted through most of August and the first half of September 2008. Sampling scheme Oceanographic moorings will be deployed at predetermined locations during the first part of August. This will be done in close cooperation with the North Slope Borough and their research team. The moorings will help monitor shelf/slope exchanges that are believed to influence the availability of zooplankton. In addition, oceanographic sampling will be conducted along transects from the shore across the oceanographic shelf to the shelf-break using a 43' boat. High vertical-resolution oceanographic sampling will be conducted along several shore-to-shelf-break transects. The sampling will include data to determine whale prey distributions. Ultimately, these observations will lead to a greater understanding of the marine environment on the oceanic shelf. These results will provide important data for ecological modeling and predictive efforts. Such information is critical to development of mitigation associated with potential future oil and gas development in this region. This is a simplified acquisition with an estimated value of less than $100,000 The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
