Description

The Naval Warfare Center Aircraft Division Lakehurst intends to solicit the purchase of the following specific Peculiar Support Equipment Tooling on a sole source basis with the Bell-Boeing JPO. This V-22 Depot Level Tooling is necessary to support the Pressure Shut-Off Valve depot level maintenance requirements. The tooling consists of the following: PSO Valve Assembly Fixture, 2 each; Pressure Test Rig, 1 each; Air Leakage Test Fixture, 1 each; Function Test Bench, 1 each; PSO Valve Swivel Adapter, 2 each; Air Vacuum Pump, 2 each; fitting Adapter, 2 each; Swivel Adapter, 2 each; PSO Valve Tank Bottom Plate, 2 each; PSO Valve Test Fixture, 2 each; Air Flow Meter, 2 each. The tools combined integrate to provide proper and certified testing of the V-22 Pressure Shut Off Valve. The anticipated delivery is by January 2011 The Government intends to proceed under the authority of 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation Section 60.302-1. As designer, developer, and original equipment manufacturer for the V-22 aircraft and associated SE equipment, Bell-Boeing JPO is the only source that possesses the required proprietary rights and nondisclosure agreements necessary to design, develop, manufacture, and support the Organizational, Intermediate, and Depot Level Peculiar Support Equipment Program (PSE). As the OEM, Bell Boeing (JPO) is the only firm that possesses the detailed technical knowledge necessary to meet the needs of the Government. However, the Government will consider all responses received within 15 days after the publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government.
