Description
This announcement constitutes a Broad Agency Announcement (BAA) for the Naval Facilities Engineering Service Center (NFESC) under FAR 6.102(d)(2). The Naval Facilities Engineering Service Center (NFESC) in Port Hueneme, CA. continues to develop, improve, and modernize harbor and waterfront facilities to accommodate naval fleets. Daily engineering practice requires knowledge of dynamic couplings between the facilities and their client ships under the influences of winds, waves, currents, passing ships and seismic activities. The facilities in service include solid wharves, pile-supported piers, pontoon-based flotilla, specialized underwater structures, and harbor security assemblies. Client ships vary from large surface ships, dry docks, submarines, lighters, to utility boats. These facilities are normally located in confined shallow waters surrounded by complex bulkheads or land mass. Prior experiences indicate that site specifics often turn the ambient water flows far more complicated than traditional hydrodynamic theories can handle. NFESC is seeking advanced hydrodynamic simulation technologies pertinent to the congested ambience of a real waterfront. Eligible technology for consideration shall precisely address: (a) site specifics, (b) hull shapes, (c) real fluid properties, (d) three dimensional transient flows, (e) arbitrary ship motions, and (f) full aspect of green water over low freeboard. The numerical algorithm shall be sufficiently flexible to facilitate parametric studies over wide range of waterfront configurations and ship layouts. Interested parties should prepare a short abstract describing their technology and prior experiences. The abstract must include the following information. (Date of Submission; Company Name; Companies Full Address; Company POC Telephone number and email address; Does your company have a Central Contractor Registration Number; Is your company a:-Small Business Large Business Small Disadvantaged Business -8A business Small Veteran Owned Business Small Disable Veteran Owned Business Small Woman Owned Business Small HUDZone Business Historically Black College/Minority Institute Other Education Institute Non Profit Organization; Abstract Title; A brief description of the offerors technology (800 words limit); A description of the offereors capabilities, related experience, personnel, techniques, or unique combination of these which are integral factors in achieving the offerors proposed objectives (400 words limit) A description of the qualifications, capabilities, and experience of the principal investigator, team leader, or key personnel who are critical in achieving the proposed objective(200 words limit); A preliminary cost estimate for development of the theory, numerical algorithm, and computer codes. Abstract submittals to this BAA should be submitted on a single CD_ROM, in MS word.doc format, along with 3 printed hard copies. Packages shall be mailed via USPS, UPS, or Federal Express, to arrive at the following location no later than June 1st, 2008. The abstract shall be evaluated according to the criteria stated in this announcement. No additional data may be submitted for this BAA. If additional data is submitted, it will be discarded. Abstracts will be evaluated on their own merits and will not be evaluated against each other. A peer review board will evaluate the abstracts of this BAA. Abstracts that meet all of the evaluation criteria will be accepted into the BAA program. The abstracts will be evaluated based on the following criteria (listed in descending order of importance): 1. The merits and pertinence of the proposed technology to waterfront environments, 2. The qualification, capabilities, and experience of the principal investigator, team leader, or key personnel who are critical in achieving the objectives of the abstract, 3. The contractors capabilities, related experience, techniques, or unique combination of these that are integral factors in achieving the contractors proposed objectives. 4. The cost relative to the scientific merits. Once accepted into the program, the abstract will be shared with appropriate DOD personnel for consideration. Multiple contracts may result. CRITICAL NOTE: A CONTRACTOR IS REQUIRED TO REGISTER WITH THE DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR). NO CONTRACT AWARD WILL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED OR IN THE PROCESS OF REGISTERING WITH THE DOD CCR. THE DOD CCR MAY BE REACHED AT (888) 227-2423, OR WEBSITE WWW.CCR.GOV. CONTRACTORS MUST ALSO REGISTER WITH THE ONLINE REPRESENTATIONS AND CERTIFICATION APPLICATION (ORCA) AT HTTPS://ORCA.BPN.GOV/LOGIN.ASPX NOTES: 1. The preceding data should be sufficient for completing the abstract form. 2. THERE ARE NO SOLICITATION DOCUMENTS APPLYING TO THIS BAA. REQUEST FOR A SOLICITATION PACKAGE WILL NOT BE ACKNOWLEDGED. THOSE INTERESTED IN PARTICIPATING IN THE BAA PROGRAM MUST FOLLOW THE INSTRUCTIONS TO SUBMIT AN ABSTRACT. 3. THERE IS NO COMMITMENT BY THE NAVY EITHER TO MAKE ANY CONTRACT AWARDS OR TO BE RESPONSIBLE FOR ANY MONEY EXPENDED BY THE CONTRACTOR BEFORE A CONTRACT AWARD. 4. Eligibility notification will be sent to all contractors, who have submitted an abstract, after the Navy's Technical Evaluation Board (TEB) has reviewed all abstracts submitted. An eligible abstract does not guarantee a contract. 5. For questions regarding this BAA, call NFESC at (805) 982-1256. 6. The contractor should expect a receipt notification of the abstract by the Government within one week of submission. If the contractor has not received a notification of abstract receipt, the contractor should call NFESC at the above telephone number. 7. Do not call the Contracting Office for verification. The website is not monitored; the abstract is not received by the Contracting Office.
