Description
The Naval Air Systems Command intends to award a Delivery Order under BOA N00019-06-G-0011 for the AN/ALQ-165 Airborne Self Protecting Jammer (ASPJ) with a Joint Venture to ITT Industries Inc., in Clifton, New Jersey and Northrop Grumman in Baltimore, Md on a sole source basis for the following efforts: (a) perform a review of all components used in the current hardware configuration to determine the “end of life” values of the items to include both ASPJ prime equipment and Test equipment. (b) perform an engineering investigation on all SRAs and assemblies which have know diminishing material source (DMS) issues in order to eliminate obsolescence. (c) perform a top level reliability analysis to establish a predicted reliability baseline from which a sparing analysis and other logistics studies can be developed. (d) update existing ATP and Qualification procedures. (e) perform an update of all technical documentation such as drawings, part list, schematics and source control drawings. This action is being awarded on a sole source basis to a Joint Venture; ITT Industries/Northrop Grumman is the only qualified source which possesses the detailed knowledge of the AN/ALQ-165(V) design to allow them to perform these efforts in a timely and cost effective manner. Expressions of interest in subcontracting shall be addressed to Mr. Murray Pilchik of ITT Industries, Inc. See numbered notes 22 and 26.
