- NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT Under the authority of Federal Acquisition Regulation (FAR) SubPart 6.2-Full and Open Competition After Exclusion of Sources, the U.S. Office of Personnel Management (OPM) intends to award a sole source purchase order to Dorrie Aldrich to support the Department of Transportation in an initiative to develop training programs for its employees and to create policy initiative that will impact the organizations effort for the near future. The Department of Transportation is looking for help from a seasoned professional who knows the agency and who can step in to deliver the work quickly and efficiently. The work required will be spread out over the next several months. Dorrie Aldrich is retired from the Department of Transportation. When she was an employee of the agency, she was deeply involved in many of the initiatives that currently fall under the requirements of the current initiative. The Federal Executive Institute (FEI) provides training for Federal Executives. As an FEI Adjunct Faculty Member, Dorrie Aldrich is an expert in planning and delivering quality training programs. Therefore, Dorrie’s knowledge and expertise of both the Department of Transportation and the Federal Executive Institute make her the only person who can complete the required task on a timely schedule. This notice does not constitute a formal solicitation, nor is it to be considered as a Request for Quotation (RFQ) or Request for Proposal (RFP). No solicitation document is available. Telephone and facsimile request will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice shall show clear and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. Detailed capabilities must be submitted in writing to the Federal Executive Institute, Attn: Terry Stotts, 1301 Emmet Street, Charlottesville, VA 22903 by 5:00 p.m. est., Wednesday, May 7, 2008.
