Description

The purpose of the BPA is to provide wireless services, devices/equipment, and related accessories for USMS employees while achieving the best terms, conditions, and pricing. The USMS currently has approximately 1,800 Blackberry devices (voice/data), 3,700 cellular telephones (voice), and 900 PC card users (data). The inventory may fluctuate from time-to-time, with greater likelihood of an upward fluctuation. There is no data available that will demonstrate the total number of peak or off-peak wireless minutes or kilobytes of data consumed by the USMS for any period of time. Offerors, who following award of a BPA and the deployment of devices/equipment, receive the majority of business, shall do so as a result of coverage, price, and past performance (in that order of priority). Each offeror, who currently has a contract with the USMS, shall identify opportunities to accelerate the migration of all of their existing orders to the BPA and optimize calling plans, minutes of usage, and user requirements. Additionally, any supplier(s) awarded a BPA, shall agree to furnish wireless services and devices/equipment, when requested by the authorized sub-level tier USMS ordering officer, during the full five (5) year contract period of performance, within the ordering authority of the USMS representative.
