- The Uniformed Services University (USU) located on the National Naval Medical Center (NNMC) in Bethesda, MD intends to issue a requirement for the purchase of 16 swine housing cages with divider panels, wall lock systems (for the housing cages) for 4 rooms, and 2 swine restraint/transport cages for the Armed Forces Radiobiology Research Institute. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. It will be the responsibility of the Contractor to monitor Federal Business Opportunities, http://www.fedbizopps.gov/ for the issuance of any changes/updates to the solicitation. This solicitation is issued as a request for quotation and incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-22. This solicitation is set aside for small businesses and the applicable NAICS code for this requirement is 332618, Other Fabricated Wire Product Manufacturing, with a size standard of 500 employees. The contractor shall provide pricing for the following Contract Line Item Numbers (CLIN): CLINDescription and Quantities 0001 Swine Housing Cages: 16 cages @ $_________ each 0002 Divider panels for the Housing Cages: 32 dividers @ $_________ each 0003 Wall Lock System for the Housing Cages: 4 systems @ $_________each 0004 Swine Restraint/Transport Cages: 2 cages @ $_________each Offerors must provide specifications and/or literature documentation for each line item. Delivery and Acceptance Location, and FOB Point: Armed Forces Radiobiology Research Institute Building 47 – Loading Dock 8901 Wisconsin Avenue Bethesda, MD 20889-5603 Statement of Work: The transport cages and housing cages will be used for handling and transporting research animals of various size and species. The cages will be used in rooms of various sizes and will be moved between these rooms, through doorframes and into elevators. Minimum Specifications: Requested delivery date is 01 September 2008. CLIN 0001: Swine Housing Cage: 16 cages, each 1) Caging is 100% 304 Stainless Steel construction 2) Must not exceed 48” wide x 85” length x 80” height and must fold to a width of 36” or less 3) Must be on Stainless Steel (SS) casters with locking casters on front of cage 4) Easily and rapidly adjusted to accommodate smaller or larges animal species (i.e. canines, mini-pigs, and swine or sheep livestock, etc.), single-, pair- or group house animals together; cages interconnect to each other 5) Easily and rapidly modified to move into and out of various sized rooms, be set-up or folded-up for storage without requiring complete dismantling or use of specialized equipment or personnel 6) Allows for ease of sanitation, mobility and storage of the cages 7) Provides approximately 24 square feet of internal floor space 8) Ability to be divided into two (12-square foot) or three separate (8-square foot) sections using divider panels 9) Equipped with an automatic watering system, J-feeders, and the provision for resting platforms 10) Floor grates should be slatted fiberglass construction to be both durable but lightweight 11) Hinged Man Door on front with a heavy duty latch and provisions for a lock CLIN 0002: Divider panels for the Housing Cages: 32 dividers, each 1) 100% Stainless Steel construction 2) Each approximately 30” tall with food/water provisions for sections separated from the cage front CLIN 0003: Wall Lock System for the Housing Cages: 4 systems 1) Secures cage to wall to prevent cage from rolling when set-up in a room with a sloped floor 2) Quick release that does not require use of tools to unlock 3) Maintains integrity of the room walls without compromising ability to sanitize room and cages CLIN 0004: Swine Restraint/Transport Cages: 2 cages, each 1) 100% 304 Stainless Steel construction 2) Must not exceed: 26” wide x 38” length x 44” height (with casters) 3) Must be on stainless steel caster wheels 4) Matches up to the hinged main front door of the housing cages (CLIN 0001) so that animals are able to be safely loaded and the personnel loading the animals are kept safe; flooring is same height as the housing cage flooring to prevent injury/escape of the animals 5) Removable SS 16ga Waste Pan 6) Removable slatted fiberglass floor grate 7) Two guillotine style doors at each end of cage with the ability to lock in either the open or closed position 8) One side wall is fixed, the other movable restraint wall is operated using a hand crank handle Site Visit: A site visit will be held on 08 May 2008 at 8:30 a.m. at AFRRI. To attend the site visit, send an email to Nadine Utz at nadineutz@usuhs.mil by 06 April 2008 at 3 p.m. The email must contain: 1) Company Name 2) First and last name of all visitors To access the NNMC and AFRRI, all visitors must provide: 1) Documentation of negative Tuberculosis (TB) test results within the last year 2) Proof of automobile registration and insurance (if driving to site visit) 3) For US Citizens born in the U.S., a Government or State photo ID 4) For Non-US Citizens or US Citizens born outside of the US, one of the following: a. US Passport b. Original naturalization Certificate (with other Government or State photo ID) c. Permanent residency card The visitors must be escorted by AFRRI staff and cannot circulate through the building freely. Offerors and quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Evaluation Factors: The government will award a firm-fixed-price (FFP) contract resulting from this solicitation to the responsible offeror whose offer, conforming to this announcement, will be most advantageous to the government; prices and other factors considered, e.g. quality and delivery schedule. All offerors should submit a minimum of two (2) references from other research laboratories. Offerors must provide specifications and/or literature documentation for each line item. Requirements: To be eligible for contract award, a contractor must be registered with the Central Contractor Registration (CCR) database. For instructions on registering with the CCR, please see the CCR website at http://www.ccr.gov.
