- The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with Eaton Electric, Inc. c/o Lynn Associates, 125 Wolf Road, Albany, NY 12205 for the maintenance and upgrade for the Powerware Plus 80 UPS to support the HPC Modernization Early Technology Assessment program. Though this notice of intent is not a request for competitive quotations, information received within 3 days after date of publication of the solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 541330. SOLE SOURCE JUSTIFICATION: AFRL/RIT requires an urgent need to upgrade the UPS due to expected increase in power load from a Cell BE Cluster being installed in the HPC facility during the month of May. The request for equipment maintenance is needed to maintain optimum performance of the UPS and the request for upgrade is to accommodate the upcoming increase in power load. Lynn Associates is the only company that can provide this service because the company is the manufacturer’s representative for Eaton Electric. The manufacturer’s representative (Lynn Associates) is the only authorized representative to perform maintenance and upgrades on Eaton Electric’s equipment.
