Description
INSTRUCTIONAL SUPPORT FOR FUNDAMENTAL ANTI-TERRORISM/FORCE PROTECTION TRAINING FOR NAVY SECURITY FORCES IN THE WEST REGION Synopsis The Naval Air Warfare Center Training Systems Division (NAWCTSD) at Orlando, FL, has a requirement for “Turn-Key” and “Instructor Only” (I/O) instructional support for Anti-Terrorism/Force Protection (AT/FP) courses in support of the Center for Security Force (CSF) in Little Creek, VA. The overall objective is to provide a contracted source for instructional support for AT/FP training for the Navy Security Forces (NSF) in the West Coast Region. This contracted source will provide Turn-Key and I/O services with fully qualified and certified personnel who are capable of providing the required instruction in AT/FP Leadership and AT/FP Weapons-Based training. This training will be conducted for Navy/USMC personnel and/or, Government civilian personnel, and will be performed at San Diego, CA; Lackland AFB. TX; Ingleside, TX; Pacific Northwest; and/or other Fleet Concentration Areas (FCAs) as may be dictated by future expansion of the Center’s responsibilities. AT/FP Leadership and AT/FP Weapons-Based instructors deliver training in support of the Navy’s Anti-Terrorism Program requirements which will include a mix of Turn-Key and/or I/O support for the following courses: Armed Sentry/Security Reaction Force Basic (AS/SRF-B); Security Reaction Force Advanced (SRF-A); Visit, Board, Search, and Seizure Breacher (VBSS Breacher); Small Arms Marksmanship Instructor (SAMI), Anti-Terrorism Training Supervisor (AT TRASUP), Anti-Terrorism Officer (ATO), Master of Arms Class A School (MA “A”), Non-Lethal Weapons Basic Instructor (NLW BI), Correction Specialist Navy Ashore (Correction Ashore), Brig Staff Afloat (Brig Afloat), and Navy Correctional Counselor (CORCU UNIT COUN). The training requirements for NSF related training, including instructional delivery documentation, student evaluations, equipment, if applicable, and materials support will be provided to the contractor. The term “Navy Security Forces” will include all the courses identified herein and any future related courses requiring training in NSF and small arms weapons type skills. The contract period of performance is up to five (5) years, beginning approximately July 2008. The training provided by the offeror will encompass the course scope and learning objectives identified in the Request for Proposal (RFP) attachments. NAWCTSD Orlando seeks to competitively award this contract on a Full and Open Competitive basis. The basic award will be an Indefinite Delivery Indefinite Quantity Contract (IDIQ) type contract awarded on best value tradefoff process. Specific details will be provided in the formal RFP N61339-08-R-0026, which will be posted on the World Wide Web at “http://nawctsd.navair.navy.mil/EBusiness/BusOps/Index.cfm” (click on Open Acquisitions) on or about 8 May 2008.
