Description
This is a sources sought synopsis. The intent of this sources sought synopsis is to identify potential qualified 8(a), Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran-Owned Small Business (SDVOSB) and Small Business (SB) offerors. The Naval Facilities Expeditionary Logistics Center (NFELC) will use the responses to this sources sought synopsis to make appropriate acquisition decisions for the planned contract. This Sources Sought announcement is a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the Navy Electronic Commerce Online (NECO) and in the Federal Business Opportunities (FEDBIZOPPS) websites, if the Government intends to continue with the procurement. The general Scope of Work are for equipment repair services of automotive vehicles, motorized and non-motorized construction equipment, material/weight handling equipment and special military and commercial support equipment. The NFELC is responsible for equipping, mobilizing, and sustaining the Naval Construction and Expeditionary forces with Civil Engineering Support Equipment (CESE) and Civil Engineering End Items (CEEI). NFELC must maintain a ready fleet of CESE and CEEI to support the Navy, Marine Corps, and other Department of Defense (DOD) components worldwide. Respondents should provide the following information about their Equipment Repair capabilities to provide their personnel, equipment, materials and facilities. ---Oil Analysis Reports ---Welding Inspection Reports ---Repair Services Overhaul, repair and/or restore equipment and all related components as designated in the Original Equipment Manufacturer (OEMs) operational and technical manuals. ---Remove Supplemental Armor from various types of Automotive and Construction Equipment to OEM ---Test, Inspections, certifications, and maintenance on Extendible and Articulating Boom Aerial Devices. Work shall include a wide range of repairing equipment including, but not limited to, the following: a) Automotive Equipment.I.E. High Mobility Multipurpose Wheeled Vehicle (HMMWV), Stake Trucks 1-15 Ton, Dump Trucks 5-15 Ton, Truck Tractors 5-20 Ton, Field Service Trucks 1-5 Ton b) Construction Equipment.I.E. Wheeled & Tracked Loaders up to 5 CU YD, Dozers 105-300HP, Motor Graders, Scrapers 11-14 CU YD, Wheeled & Tracked Well Drills, Rock Drills, Earth Augers, Tracked Excavators, Rock Crushers (Jaw & Cone), Rollers c) Material and Weight Handling Equipment.I.E. 4-50K Forklifts, Container Handler Forklifts, Wheeled & Tracked Cranes 5-50 Ton (lattice & Hydraulic) d) Special Military and Commercial Support Equipment.I.E. Generators 5KW-1500KW, Fuel & Water Pumps 100-600 GPM, Welders, Air Compressors 125-750 CFM, Self-Powered Pile Hammers with Leads, ISO Containers & Tri-Cons, Water Distributors 2K-8K Interested sources should respond with brief documentation showing the companys ability to fulfill the requirements described. Interested sources will briefly summarize their corporate history, and level of experience with repairing equipment. This announcement is not a commitment by the Government to issue for a solicitation or ultimately award a contract. The applicable NAICS Code is 811310 Commercial and Industrial Machinery and Equipment Repair and Maintenance with a size standard of $4.5 Million. Interested sources must submit any comments and information via email to John.Laszik@navy.mil no later than 02 May 2008. Responses received after this deadline may not be considered.
