- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Request Quotation number is H92242-08-T-0505. This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-23, dated 26 December 2007 and DFARS Change Notice 20080110. The DPAS Rating for this solicitation is DO. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 423910, the Small Business Standard is 100 Employees. This requirement is 100% small business set a side. The Naval Special Warfare Group 4 requests responses from qualified sources capable of providing: CLIN 0001 LOAD OUT EFFORT TO CONSIST OF GEAR ITEMS AS LISTED, FITTING OF SPECIAL WARFARE COMBATANT CREWMEN (SWCC) PERSONNEL AND GATHERING GEAR INTO A KIT FOR EACH OF 40 SWCC PERSONNEL. CLIN 0002 LOAD OUT EFFORT TO CONSIST OF GEAR ITEMS AS LISTED, FITTING OF 10 CSS-COMBAT SERVICE SUPPORT (CSS) PERSONNEL AND GATHERING GEAR INTO A KIT FOR EACH OF 10 CSS PERSONNEL Delivery: NO LATER THAN 30 JULY 2008. Place of performance: Contractor’s Facility. Contractor must maintain a facility within the Tidewater Area. Kits shall be delivered to Naval Special Warfare OPERATIONAL SUPPORT TEAM 2 (OST)-2-4 Troop, 1300 Helicopter Road, Building 3854, Naval Amphibious Base, Little Creek, Norfolk VA 23521. This requirement is FOB Designation. Quoters shall include the quoter’s price for each part listed in this synopsis. All clauses will be incorporated by reference in the order. Central Contractor Registration (CCR). All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate Delivery time frame. 52.212-2, Evaluation - Commercial Items (JAN 1999) is applicable to this procurement. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The contract will be awarded to the Quoter whose quote conforms to the solicitation provisions, is technically acceptable and provide the lowest cost to the Government. To be considered by the agency, all quotes must be received by the Contracting Officer no later than 1200 noon hours (Eastern Standard Time) on 29 APR 2008. STATEMENT OF WORK Scope of Work For OST-2 4 Troop gear, size, Outfit and Kitting. 1.0 GENERAL 1.1 The purpose of this contract is to provide individual gear kits to the members of Naval Special Warfare OST-2 4 Troops. 2.0 SERVICES 2.1The contractor shall provide the following: The contractor shall Fit, Kit, Deliver and maintain a surplus of the gear issue items as cited in the attached: OST-2 listed of gear items. 2.1a GEAR SELECTION – Prior to performance, the contractor shall notify OST-2 4 TROOP, in writing, that the entire list of gear provided by OST-2 4 TROOP is quoted. SUBSTITUTIONS WILL NOT BE CONSIDERED. 2.1b FITTING – Once the contractor has confirmed that they can provide the exact list of items selected by OST-2 4 TROOP, the contractor shall contact OST-2 4 Troop to coordinate a “fitting” day, to confirm the exact sizes of all personnel. 2.1c KITTING – After sizing is completed, the information shall be collected and provided to OST-2 Troop 4 in a spreadsheet format, OST-2 Troop 4 will provide approval in writing to the Contractor. Each respective member’s gear bag shall be individually packaged. OST-2 4 Troop will provide a list of the required items and quantities for each troop. The contractor shall ensure that each member’s bag contain the required quantity of each item requested by OST-2 4 TROOP. 2.1d DELIVERY – Once all the bags are assembled, the contractor shall deliver them to OST-2 4 TROOP point of contact cited below. Prior to acceptance of bags, OST-2 4 Troop will perform an inventory of each bag. The inventory will be conducted to confirm receipt of all purchased gear. The inventory will be completed and confirmed prior to the contractor’s departure. If there are discrepancies, the contractor will be notified and shall make all corrections PRIOR to delivery acceptance. 2.1e WAREHOUSING – After initial delivery is completed, the contractor shall maintain a pre-determined amount of the same gear on-hand, The predetermined amount shall be used to respond to OST-2 4 Troop’s last minute requirements in a timely manner. 3.0 OTHER CONSIDERATIONS 3.1 During the gear selection phase, the contractor shall provide OST-2 4 Troop’s selected samples of any items on the gear list shall be provide, Samples shall also be provided if deviating from the gear list at no additional cost or expense to OST-2 4 TROOP. 3.2 The contractor shall be able to provide a complete kit or specific items from a kit within a 24 hour period. 3.3 Should any item, upon delivery to OST-2 4 Troop’s, either not fit or be incorrect in any way, the contractor shall exchange said items at no additional cost or expense to OST-2 4 TROOP. 3.4 The contractor shall be responsible for exchanging or replacing any items that may be defective prior to or after delivery in a timely manner. 3.5 The contractor shall be willing to make itself available within 24 hours upon notification. This includes, but is not limited to, gear exchanges and requests and receiving quotes.
