Description
******* PLEASE CONTACT SHAUN CANTER FOR QUOTE OR TECHNICAL CONCERNS. CONTACTINFORMATION IS IN THE BODY OF THIS SOLICITATION*******NASA/MSFC has a requirement for (1)ea. of a 200mm and (1) ea. of a 08mm lens for aTitanium 530L Infrared Camera.NASA/MSFC intends to purchase the items from Electrophysics on a sole source basis.Competition is impractical for the following reasons: 1. This upgrade and all future upgrades to the Titanium infrared thermography system musthave a physical configuration which integrates with the current infrared camera andcalibration system. The configuration of this item meets the constraints. 2. Highly specialized infrared thermography analyses are conducted with this system insupport of the Space Shuttle Propulsion Thermal Systems and the Space Station.Theaccuracy and reliability of the system as a working unit is essential, i.e. the hardwaremust be compatible with the current hardware and the current analysis software andseamless integration of the new hardware must be insured. 3. Risking upgrades that are not compatible with the current system is deemed anunacceptable risk that could result in unacceptable cost and schedule impacts.4. Market research was conducted and it was determined that Electrophysics is uniquelycapable of providing the required replacement upgrades for the current Titaniumequipment. This research shows that the ability to ensure continuing compatibility withthe current Titanium system is not available from any other vendor.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to shaun.w.canter@nasa.gov or fax to 256-544-4401 not later than 4:00p.m. local time on 4/28/2008. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
