Description
The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM) is seeking Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns for design/build services for Project #695-401, entitled, Design-Build Spinal Cord/Disorder Center (SCI/DC). The SCI/DC design/build construction project will be located on the grounds of the Clement J. Zablocki VA Medical Center, 5000 West National Ave., Milwaukee, WI 53295. Competition for this procurement is restricted to SDVOSB concerns. The SDVOSB construction contractor shall provide all labor, materials, tools and equipment, and design-build services necessary for design and construction of a SCI/DC. The SCI/DC shall be approximately 67,000 SF and shall include space for 38 intensive and sustaining care beds with associated inpatient and outpatient services. The SCI/DC will be a two story building with an inpatient ward on the upper level and outpatient clinics, rehabilitation and support spaces on the lower level. This configuration will blend the building into the existing topography. Site improvements shall include parking, relocation of utilities, and demolition of existing structures. Work also includes, but is not limited to, the architectural and engineering design services to prepare complete and coordinate construction documents based on the documents contained in the Request for Proposal (design development drawings and performance specifications), and the construction services required to construct the new SCI/DC including fixed equipment, site work, utility placement and relocation, roadways, parking, grading, associated connections to the building and all other incidental related work as indicated in this request for proposal. The existing Hospital shall remain open for use by visitors, patients and Hospital staff during construction. The anticipated design and construction completion duration is 670 calendar days from date of issuance of the Notice to Proceed. The estimated cost for this project is between $20,000,000 and $50,000,000. NAICS is 236220 and the Size Standard is $31.0M. Contractors must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov prior to award and must also be registered as a SDVOSB firm at the VetBiz Vendor Information Pages at http://www.vip.vetbiz.gov. Solicitation documents will be available on or about May 7, 2008 and the approximate proposal due date June 6, 2008 at 2:00 p.m. local EDT. Award of a Firm Fixed-Price Design/Build contract is scheduled for on or about July 2008. Requests for solicitation documents shall be forwarded to Flad and Associates: Attention: Neil McCallum 644 Science Drive, Madison, Wisconsin 53711 (608) 232-1369 Fax (608) 238-6727. Proposal documents are available at a cost of $200 per set, refundable upon return to Flad and Associates at the above referenced address. SDVOSB firms may submit an offer which shall be considered by the Department of Veterans Affairs. SDVOSB firms must insure they submit the necessary bonds with their proposals. A Pre-proposal Conference is scheduled for May 22, 2008 at 1:00 PM local time at the Clement J. Zablocki VA Medical Center, Matousek Auditorium, 5000 West National Ave., Milwaukee, WI 53295. There will be no public bid opening. The project manager for this procurement is Karen Wieckowski, (224) 610-3891. The proposals shall be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Contractors are advised award may be made without discussion or any contact concerning the proposal received.
