Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER: The Centers for Disease Control and Prevention (CDC), the National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV, Health Effects Laboratory Division and the Biostatistics and Epidemiology Branch intends to issue a purchase order on a sole source basis to The Research Foundation of State University of New York (SUNY), Sponsored Projects Services, 402 Crofts Hall, Amherst, NY 14260 to help NIOSH in examining the impact of atypical work hours on cancer incidence in police officers. The results of this collection will allow for a retrospective analysis of two police cohorts in order to compare cancer incidence across categories of shift work. This effort requires the consulting services of research investigators who have access to daily work history information for these cohorts of Buffalo police officers and experience conducting a cancer registry search for participants involved. Researchers at the SUNY have previously collected cancer incidence data on the police officers and have personal information necessary to conduct a follow-up cancer incidence assessment amount this cohort from 1991-2005 with appropriate maintenance of confidentiality. Additionally, the SUNY is currently collecting daily work history records for the approximately 500 officers participating in the Buffalo Cardio-Metabolic Occupational Police Stress (BCOPS) Study. SUNY has been granted access by the City of Buffalo and the Buffalo Police Department to search the records and has obtained the electronic police records from 1994-2005. As a result of this access, they will be able to also identify the officers described in the second cohort above. Based on their experience with this highly specialized type of research, the specified work would be completed in an efficient and cost-effective manner. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their capabilities statement and supporting information in the format they choose, not to exceed 10 pages. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the Central Contractor Registry (CCR) prior to award of a federal contract. Vendors may register at www.ccr.gov. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with The Research Foundation of State University of New York as the only source and a purchase order will be issued without any additional notices being posted.
