Description
SOURCES SOUGHT SYNOPSIS. Seeking industries input on Initiatives for participation in Empire Challenge 09 (EC09) scheduled for July 2009. Risk Reduction Limited Objective Experiments may be required for Initiatives throughout the year to ensure interoperability of selected technologies, systems, and Tactics, Techniques, & Processes (TTPs). An Initiative is defined as a new or existing technology, system, or TTP that satisfies an operational requirement to satisfy Information, Surveillance, Reconnaissance (ISR) related capability gaps. The Empire Challenge experimentation series is the premier ISR experiment event directed by the Under Secretary of Defense for Intelligence (USD(I)). There are four major principals who support the USD(I) US Joint Forces Command (JFCOM), Chairman, Joint Chiefs of Staff (CJCS), Joint Interoperability Test Command (JITC), and National Geospatial Agency (NGA). In addition, Coalition and NATO participants are also extensively involved to ensure interoperability and exposure to these Initiatives. USJFCOM J2/JTC-I will lead the coordination and execution of EC09. The primary focus of EC09 is to identify new Technologies/Systems/TTPs that will satisfy Joint Capability Areas (JCAs) for ISR Transformation as well as Command and Control of ISR assets involved. In addition, Combatant Command (COCOM) Challenges, Joint Urgent Operations Needs (JUONs), and Joint Priority Lists (JPLs) are also key considerations. Empire Challenge experiment results are incorporated into a final report used to develop a Military Utility Assessment (MUA) addressing Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) implications of the Initiatives evaluated in the experiment. This report will be published by generated and published by the Naval Postgraduate School and provided to the Empire Challenge Executive Steering Group (ESG) for consideration and acquisition recommendations to the Services and Joint Requirements Oversight Council (JROC). Empire Challenge Risk Reduction Limited Objective Experiments are performed to insure that no system/technology is installed on an operational or experimental network without it first being tested for technical and integration performance and assessed for risk in an operationally representative laboratory setting.
