Description
The Mid-Pacific Region of the Bureau of Reclamation is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to obtain feedback from industry regarding the general requirements for an upcoming procurement. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool to determine potential sources and interested parties in the intended procurement for habitat restoration work to include weed eradication, erosion control, and irrigation system services in Santa Barbara County, California. If a solicitation is released it will be synopsized and posted at http://ideasec.nbc.gov. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought notice. Furthermore, this procurement is being considered for 100 percent set-aside for HUBZone small business concerns; however, ALL interested parties are requested to respond. If adequate interest or sufficient supporting documentation is not received from HUBZone concerns, the solicitation may be issued as a small business set-aside or unrestricted basis without further notice or may be canceled. Therefore, replies are requested from ALL interested parties, regardless of business size or category. The applicable North American Industry Classification System (NAICS) code is 561730 which is $6.5 Million. However, the government reserves the right to change the classification if deemed necessary. It is anticipated that award of the contract will occur around August 30, 2008. All interested parties are encouraged to respond to this sources sought no later than May 5, 2008. Please submit all requested documentation listed below to: Brenda Davis via email at bdavis@mp.usbr.gov. Interested parties should submit a capabilities package not longer than 5 pages demonstrating the ability to perform the principal components of work listed below: Summary of Work - A. Identify native species plants to protect prior to the initial weed removal task;B. Remove all existing non-native species plants from the project site;C. Hand water the project site to stimulate weed growth followed by a second weed removal event 14 days later;D. Remove dead weed material from site;E. Install erosion control mats and fiber rolls;F. Obtain materials and install irrigation system;G. Obtain native plant species seed and container plants from the source(s) identified in the specifications;H. Prepare identified areas for seeding;I. Seed and irrigate seeded areas for germination and propagation;J. Install container plants;K. Install oak trees, cages, and related items; and L. Provide 36 months (3 years) of maintenance including plant replacement, weed removal, and irrigation system maintenance. Packages should include the following information: (1) A brief statement about your organizations goals and objectives;(2) A brief description about your core services;(3) List key personnel and key corporate experience and capabilities;(4) Project experience that makes you uniquely qualified to perform this requirement;(5) List of existing contracts with a point of contact;(6) List of previous contracts with a point of contact;(7) List of Certifications and qualifications;Please provide data that demonstrates that your organization has/have:(1) Adequate financial resources to perform the contract, or the ability to obtain them;(2) The necessary organizational experience, accounting and operational controls, and technical skills, or the ability to obtain them; and(3) The necessary production, construction, and technical equipment and facilities, or the ability to obtain them.The work:(1) Please provide a brief description on the means and methods you would use to perform the work;(2) What strategy would you use to put together a team to perform the work?(3) What key personnel would you use?(4) What supplies and equipment would you need?(5) How do you plan to manage the work through completion? In addition, Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102 and 4.1201, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on Annual Representations and Certifications can be obtained via the Internet at http://orca.bpn.gov. Responsible sources having relevant experience and the capabilities to perform the work will be considered.
