- Reference the U.S. Department of Energy (DOE), National NuclearSecurity Administration (NNSA), December 13, 2007, Sources Sought Announcement, DE-AC52-08NA28558, seeking Capability Statements from qualified small businesses, small business-led teams and joint ventures that qualify as small businesses capable in providing a range of logistical and administrative support, paramilitary training, property management, and technical support services required to assist the Office of Secure Transportation (OST). The DOE/NNSA OST intends to issue a 100% Small Business Set Aside solicitation for this requirement. The anticipated award date for the new contract is November 2008, with a Transition Phase and assumption of full contract responsibilities in January 2009. The North American Industry Classification System (NAICS) Code for this requirement is 561210, Facilities Support Services, with a small business size standard of $32.5 Million. The contractor will be responsible for support services for a range of paramilitary training, curriculum development, logistical management, property management, administrative management, transportation of critical equipment, and other related technical and administrative support services. The support services will be required at the Transportation Safeguards Training Site (TSTS), Fort Chaffee, AR; Agent Commands in Amarillo, TX, Oak Ridge, TN, Albuquerque, NM; Headquarters support in Washington DC, support services for Albuquerque, NM, and other training sites. The purpose of this specific announcement is to inform interested firms that an Industry Day Conference has been scheduled for this anticipated requirement on May 7, 2008, from 9:00 am to 3:00 pm at the OST Transportation Safeguards Training Site (TSTS) in Fort Chaffee, AR (reference attachment for directions). As a result of space limitations, attendance will be restricted to 5 representatives per small business teaming venture or prime/subcontract relationship, or 2 representatives per individual company, not already part of a teaming venture or prime/subcontract relationship, until the maximum seating capacity of 70 people is reached. To reserve space at the Industry Day Conference, please send an email request to Maria D. Vasquez at mvasquez@doeal.gov by 4:00 PM (Mountain Time) April 30, 2008. Your request must specifically identify your company name and indicate whether your company is part of a small business teaming venture or prime/subcontract relationship, and who the other team members are. You must provide the specific name(s), phone numbers and e-mail addresses of the individuals who will be attending. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. If this information is not received by April 30, 2008 you will not be able to access the military base/conference site. Once all the required information is collected, a confirmation message will be provided in return. Reservations for the Industry Day Conference will be on a first come basis. Please note, attendance/participation at the Industry Day Conference is encouraged but is not a prerequisite for participation in any solicitation that may eventually result from the conference. DOE/NNSA will not be responsible for any costs incurred for attending the Industry Day Conference. The purpose of the Industry Day Conference is to provide preliminary information of DOE/NNSAs business/contract considerations, anticipated technical requirements, obtain industry input/feedback, and to provide an opportunity for interested firms to network with each other. Industry input/feedback will be collected via index cards that will be provided during the conference. Any applicable responses to the input/feedback collected during Industry Day will be posted in the Industry Interactive Procurement System (IIPS) home page located at http://e-center.doe.gov/ by May 28, 2008. After preliminary review of the Capability Statements received from industry, we determined that the acquisition will be a 100% small business set-aside. Firms interested in attending the Industry Day Conference should take this set-aside determination into consideration when deciding whether to participate. This announcement is not a request for proposal and in no way commits the Government to award a contract. No solicitation exists at this time. A Draft Performance Work Statement (PWS) is attached and available for downloading from IIPS home page located at http://e-center.doe.gov/. All questions/comments regarding the Industry Day Conference should be directed to Maria D. Vasquez at mdvasquez@doaeal.gov, no later than May 14, 2008. Any applicable responses to questions/comments will be posted in the IIPS home page located at http://e-center.doe.gov/ by May 28, 2008.
