Description
The U.S. Nuclear Regulatory Commission (NRC) intends to issue a Request for Proposal for a full and open competition for an Advanced Boiling Water Reactor (ABWR) Technology training course. The objective of this requirement is to provide a two-week training course on Advanced Boiling Water Reactor (ABWR) technology to NRC inspectors and other NRC staff that will be responsible for performing design reviews and safety evaluations for new nuclear power plant licensing related activities. The training course on ABWR technology must include: student text manuals, presentation handouts, an instructor guide, and a course examination. The course shall be designed to give NRC staff and other trainees an understanding of design basis and operation of the ABWR. The type of contract will be a Firm Fixed Price – Type contract. The period of performance for this contract is five (5) years which includes one (1) base year and four (4) option years. The contractor shall furnish the necessary qualified personnel, materials and services to develop and present a training course. The course shall be taught no more than 4 times per year during the option periods. The courses shall normally be taught in or near the NRC Headquarters in the greater Washington D.C. metropolitan area (within 50 miles of D.C.) normally at the NRC’s Professional Development Center in Bethesda, Maryland. The NRC may also require the Contractor to conduct this course at one or more of the four NRC regional offices located in King of Prussia, PA, Atlanta, GA, Lisle, IL, Arlington, TX, or at the Technical Training Center in Chattanooga, TN. This requirement does not anticipate subcontracts; therefore a small business subcontracting plan is not required. The North American Industry Classification System (NAICS) code is 611430. The preferred method of distributing the NRC Procurement information will be through Federal Business Opportunities (www.fbo.gov). It is the responsibility of the recipient of this solicitation to ensure that it has been received in its entirety and NRC bears no responsibility for data error resulting from this transmission. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. This solicitation will be posted on fbo.gov (The Government Point of Entry (GPE) on or around May 9, 2008.
