- REQUEST FOR EXPRESSION OF INTEREST –GRAPHITE TEST SPECIMEN MACHINING I.INTRODUCTION – Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the Idaho National Laboratory (INL), is requesting an expression of interest from prospective vendors to provide graphite machining capability. This expression of interest shall serve as a method of identifying and screening potential vendors; allowing only qualified candidates to receive a formal Request For Proposal (RFP). II.BACKGROUND - The Department of Energy has selected the INL as the lead national laboratory for nuclear energy research. Per the terms of the Energy Policy Act of 2005, Title VI, Subtitle C, Section 662, INL, under the direction of the DOE, will lead the development of the Next Generation Nuclear Plant (NGNP) by integrating, conducting, and coordinating all necessary research & development activities. As part of this effort, INL is responsible for conducting graphite testing and qualifications. Because of the special properties of the test materials, INL is seeking local (manufacturing facilities within approximately 200 miles (not drive miles) radius of Idaho Falls, Idaho) vendors, with proven capabilities, to machine graphite test specimens. III.MANDATORY PERFORMANCE REQUIREMENTS - To be considered eligible for a formal solicitation, vendors must meet the following mandatory requirements: 1.Vendor’s manufacturing facility must reside within an approximate 200 miles radius of Idaho Falls, Idaho. 2.Vendor shall have current capability to fabricate specimens in accordance with drawing 630431. A pdf copy of this drawing can be downloaded from the following website: https://inlportal.inl.gov/portal/server.pt?open=514&objID=2606&parentname=CommunityPage&parentid=3&mode=2&in_hi_userid=200&cached=true 3.Vendor shall have the ability to ensure each specimen is protected and under physical control at all time. 4.Vendor shall have current capabilities to laser etch each specimen for identification. 5.Vendor shall have current capabilities for machining specimens without cutting fluids. 6.Vendor shall provide for all final cuts with carbide or diamond tools. IV.TECHNICAL SUBMITTAL REQUIREMENTS - Prospective vendors shall provide: 1)A description of current capabilities that can be applied to successfully perform the tasks as described under Section III – Performance Requirements. 2)A list of references who represent direct clients of your firm and that can validate performance satisfaction of supplied end products similar to those required under this Expression of Interest. V.ADMINISTRATIVE SUBMITTAL REQUIREMENTS – Prospective vendors shall provide: 1)A Rough-Order-Magnitude (ROM) budgetary estimate for delivering 600 graphite specimens. The estimate should isolate costs associated with the price of the machining and shipping. Please note, that nuclear grade graphite billets shall be provided by INL. 2)An estimated schedule to address the earliest start date for machining, first unit delivery and remaining article delivery to completion. 3)Identify your firm’s currently approved Quality Assurance (QA) programs and/or industrial QA certifications (example: ISO 9000). Vendor’s quality control and processes will be certified by the INL prior to any prospective contract award.
