- The US Army Contracting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of Joint Chiefs of Staff (JCS), J8 requires a manpower baseline review. Personnel shall possess a current TOP SECRET (TS) Clearance with Sensitive Compartmented Information (SCI) eligibility based on a Single Scope Background Investigation (SSBI) within the last five years. Personnel security clearances must be verifiable from the Defense Security Service (DSS). Contractor personnel are required to to have a Top Secret (TS) Clearance based on a Single Scope Background Investigation (SSBI) within the last 5 years for for access to the Joint Staff spaces, however, as the deliverables will be For Official Use Only the level of safeguarding is established as Unclassified For Offical Use Only. Under the provisions of Industrial Security Letter (ISL 2006-02, 22 August 2006, Item 12, NISPOM Paragraph 2-212) PCL/FCL Requirements for Self-Employed Consultants Self-Incorporated consultants are not required to have a Facility Clearance (FCL) provided that the consultant and the members of his/her familiy are the sole owners of the consultants company, and only the consultant requires access to classified information. If any other employees of the consultants company require access to classified information, it would constitute a classified contract, and as such, as DD Form 254 must be issued and a Facility Clearnace obtained. The Consultants Personnel Clearance (PCL) may be held by another Contractor with an appropriate FCL or a government agency. The solicitation is located on the CCE website at: http://cce.hqda.pentagon.mil click on Business Opportunities, then RFPS; select W9 1WAW-08-T-0081. No other synopsis will be posted for this requirement. A Firm Fixed Price contract is anticipated. The period of performance will be a approximately three months. The place of performance will be the Pentagon. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website.
