MARYBRINKLEY'S CONTACT INFORMATION IS IN THE BODY OF THIS SOLICITATION***********NASA/MSFC has a requirement for a Flexible Dual-Sided Automatic Lead Former. Therequirements for the system are as follows:Must be capable of forming and cutting leads for ceramic gull wing packages up to a 2body sizeMust be capable of forming two sides of a gull wing package simultaneouslyMust be initially capable of forming a finished foot length of 0.040 (+/- 0.002) whenmeasured from the back of lead to the toeMust have the capability to vary foot length by replacement of a die memberMust have automatic standoff control up to +/- 0.001 with a floating anvil pressAutomatic standoff height control must use a stepper motor and a PLC control systemFloating anvil press must be capable of delivering tons of force at 80 psiMust have removable die members for varying shoulder, foot, radii, and materialthicknessMust have tip to tip length adjustment with digital readoutMust incorporate a infinitely adjustable centering stage with 90 degree indexingMust have a manual pick-up arm on ball slides which incorporates a vacuum pick-up headMust have two OSHA approved safety controlNASA/MSFC intends to purchase the items from Fancort Industries, Inc. on a sole sourcebasis.Competition is impractical for the following reasons:1. Market research did not reveal another source capable of meeting our technicalrequirements for a flexible dual-sided lead former. The F-1F/2FXSPL manufactured byFancort Industries Inc. is the only system which meets our technical and budgetrequirements.2. The existing budget in this office makes it impracticable for development of a customunit to perform this function within cost and schedule constraints. This item will beused to prepare integrated circuit packages for soldering to printed circuit boards forMSFC flight projects.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Mary.M.Brinkley@nasa.gov, or fax to 256 544-4401 no later than 4:00p.m. CST on May 06, 2008. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
