- The Naval Sea System Command intends to issue a competitive solicitation for up to 7,544,000 hours of engineering services and associated material, travel and subsistence support, Orders and Provisioned Items Orders and the production of up to 10 AN/BVY-1(V)1 systems in support of the Integrated Submarine Imaging System (ISIS) system for SSN688, SSN21, SSGN and SSN774 Class submarines. For the engineering services, the solicitation would cover one base year and nine options of one year duration each. The Navy intends to post, on FEDBIZOPPS, a DRAFT Request for Proposal (RFP) on or about 24 April 2008 to encourage industry participation. Offerors shall submit any questions or comments regarding the DRAFT Request for Proposal (RFP) no later than 2 PM (EST) 9 May 2008 via email only to the point of contact provided below. No comments, questions or inquiries shall be made of any Government person other than the Contracting Officer or Contract Specialist identified in this synopsis. The Government will consider all comments and questions received. The Government does not commit to providing a response to any comment or question. Any subsequent revision to the DRAFT RFP or draft specification based on comments or questions received remains solely at the Governments discretion. CAUTION: The final solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidders mailing list. Companies/individuals who are interested in receiving the classified appendix to the draft System Specification for the AN/BVY-1 Integrated Submarine Imaging System (PRF-435-08-102) (S), dated 15 FEB 2008, must submit a written request to the Naval Sea Systems Command Security POC, Matthew Severson at 202-781-3749; fax number is 202-781-4683, email: matthew.r.severson@navy.mil. The written request must include data on the company facility and specific individual(s) requiring access as follows: facility security clearance level, issuing government agency, and expiration date; facility security office phone/fax numbers; facility storage level, cage code, and complete destination address personnel for whom access to classified data is requested to include full name; security clearance level, issuing government agency, and expiration date; date of birth; and city/state of birth. Once a prospective offerors need-to-know and security clearance is verified, a classified CD will be mailed to the prospective offeror. The Navy has established an Electronic Technical Information Center (E-TIC) to serve as the repository for unclassified technical information related to the ISIS Program. Information from the Industry Day held on 21 February 2008 is also available on the E-TIC. In addition, a repository of classified and hardcopy information has been established in the Submarine Data Center (SDC) at Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). Companies/individuals will be authorized access to these repositories on a need-to-know and appropriate security clearance basis. Access to the unclassified E-TIC requires a valid PKI Certificate. In order to gain access to the E-TIC, first fill out an AIMTC Account Request form at the following link https://www.aimtc.npt.nuwc.navy.mil/aimtcmanagement/request.asp. The following fields must be completed as follows: the Branch or Code you support is PMS435, Navy Sponsor POC is Matthew Severson, Navy Sponsor CODE is PMS435, the justification for your need to know is Prospective Offeror for the ISIS Competition and check IQ9 ISIS E-TIC as the area for which you have a "need to know." When the request form is complete hit the SEND button at the bottom of the page and you will be notified that the request is being processed. An AIMTC User Account Information email will follow that provides E-TIC login and password information. Classified and hardcopy information is available in the SDC located in Building 1258 Room number 254 at NUWCDIVNPT, 1176 Howell Street, Newport, RI 02841-1708. Companies/individuals who are interested in access to the SDC must include this request for access in their written request for the classified appendix to the specification. Once a prospective offerors need-to-know and security clearance is verified and an endorsement is on file at NUWCDIVNPT, authorized firms will be notified of the specific procedures for gaining physical access to the SDC. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis announcing the availability of draft specifications for industry participation and feedback. Establishment of the E-TIC, the SDC, and the issuance of a DRAFT RFP do not restrict the Government as to its ultimate acquisition strategy. This information is subject to modification and in no way binds the Government to award a contract.
