Description
The Fleet Readiness Center East at the Marine Corps Air Station, Cherry Point, NC has a requirement for battery-powered cart movers and accessories. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-08-T-N105 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24 and Defense Acquisition Circular 98-97. This acquisition is unrestricted. The North American Industry Classification System code 333999, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, brand name or equal, for the following items: Item 0001, 5 each PN 142060 Assembly Cart/Mover-B Hi-Lift, v1 Description: Battery powered device to push, pull and steer parts carts and wagons, tool boxes, wheeled scaffolding and similar loads on wheels or casters. Design Criteria: The battery powered cart moving device shall: 1. be ruggedly constructed using a welded steel and powered coated chassis. 2. use a motor-gearbox combination capable to maneuvering wheeled carts weighting up to 4,000 pounds. 3. be powered by interchangeable rechargeable battery packs. 4. include a wall mounted industrial grade battery charging station that accepts 110/220 volt single phase incoming electrical service at 50/60 hertz. 5. be able to move forward and reverse by use of a switch. 6. have two (2) speed ranges that is selected by use of a switch. 7. have a variable speed throttle such that the device moves at a slow crawl to approximately 2.5 mph. 8. have an adjustable powered hitch platform capable of elevating at least two (2) interchangeable hitches 9 inches. 9. without using the devices motor be easy to maneuver on mobility casters. 10. be small and compact such that the device s body by itself is approximately 20 inches long and 15 inches wide and 18 inches high when the powered hitch platform is fully retracted. 11. have a control handle that is mounted off the back of the device s body through which the control wires run. 12. incorporate snap together connection fittings for quick assembly of control wires. If you are quoting an equal, please provide literature for evaluation purposes. The delivery requirements are FOB destination and are to be delivered to Receiving Officer, Cunningham Street, Building 159, Bay door R4, Marine Corps Air Station, Cherry Point, NC 28533. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items (SEPT 2006). FAR 52.212-1 Addendum. The following addition/changes are made to FAR Provision 52.212-1, which is incorporated by reference: The following provision(s) is/are hereby incorporated by reference: FAR 52.211-6 Brand Name or Equal (AUG 1999). FAR 52.211-14 Notice of Priority Rating For National Defense Use (SEPT 1990). FAR 52.212-3, Offer Representation and Certifications-Commercial Items (SEP 2007), Alternate I (APR 2002). A completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (FEB 2007). FAR 52.212-4 Addendum. The following addition/changes are made to FAR Clause 52.212-4, which is incorporated by reference: The following clause(s) is/are hereby incorporated by reference: FAR 52.211-15 Defense Priority and Allocation Requirement (SEPT 1990). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEC 2007), to include the following clauses listed at paragraph 52.212-5 (b): (15) (16) (17) (18) (19) (20) (21) (22) (31) and (36). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (APR 2007), applies with the following clauses applicable for paragraph (b); (12) Alt I (17) (20)(i). Evaluation factors: Award shall be made to the lowest priced responsible offeror(s), whose offer conforms to the solicitation, and who demonstrates acceptable past performance. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) delivery; (iii) price Technical and delivery, when combined, are significantly more important than cost or price. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-C9. All quotes must be received no later than 3:oo p.m., local time, 05 May 2008.
