- This is a combined synopsis/solicitation for commercial items number H92241-08-T-0008 issued on 24 April 2008 prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. This solicitation document and incorporated provisions ands clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20060519. The NAICS code is 519190 and the small business size standard is 1000. The following commercial service requested in this solicitation is Subscription for information system for market research. This system need to provide service to 4 locations (Ft. Campbell, KY; 3rd Battalion, Savannah, GA; 4th Battalion, Ft. Lewis, WA; and Technology Applications Program Office, Ft. Eustis, VA) and 125 users. The system needs to provide commercial part numbers for National Stock Numbers (NSN), authorized alternate part numbers, specifications and standards, acquisition history, vendors and vendor contact data. This service also includes 2 each 1 day training sessions at any of the 4 locations. The period of performance is 11 May 2008 through 10 May 2009. FOB point is Destination. Inspection and acceptance shall be at destination by the Government. All items shall be delivered toTechnology Applications Program Office, ATTN Francine Greathouse (757) 878-3299 Ext 257)) Bldg 401, Lee Blvd, Newport News, VA 23604. Required delivery is 11 May 2008. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Offers shall be evaluated on a technically acceptable, low offer basis. The clause at 52.212-2, Evaluation Commercial Items. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must ensure a completed ORCA is available for download. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items.
