Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse on behalf of the National Institute of Mental Health (NIMH) intends to negotiate, evaluate, and award a purchase order on a sole source basis to Stephen Foote, Ph.D., to develop the scientific content of NIMH’s Strategic Plan in response to the Combating Autism Act of 2006. Dr. Foote has extensive leadership experience broadly in neuroscience, and specifically in the area of autism. Dr. Foote has coordinated numerous autism research activities within NIH, across federal agencies, and in government partnerships with non-governmental organizations. Dr. Foote has had great success implementing much of the autism-related mandates of the Children’s Health Act of 2000. For example, in response to the Children’s Health Act, Dr. Foote was responsible for establishing a temporary advisory committee, which joined DHHS, other agencies and departments as well. Dr. Foote has testified to Congress repeatedly on autism research issues that remain contentious and are still important focal points for NIH interactions with the advocacy community. Additionally, Dr. Foote led the implementation of the congressionally mandated STAART centers program, which has a direct counterpart in the Combating Autism Act. Dr. Foote, will lead discussions with the Federal Advisory Committee and draft the scientific content of the strategic plan for the NIMH. The period of performance is 4 months for a total amount of 624 hours. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI 449135 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Joseph S.
