- Description
- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for development of benthic geologic habitat mapping of portions of the Misquamicut shoreface, Watch Hill, Rhode Island to determine interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned, Small Business and Large Business concerns as described below. The NAICS code for this procurement is 541690. The estimated project cost is between $25,000.00 and $50,000.00. The work to be accomplished consists of activities in support of the New England Districts (NAE) proposed beneficial use of dredged materials associated with maintenance dredging of the Little Narragansett Bay Federal navigation project at the mouth of the Pawcatuck River in Watch Hill, Rhode Island. The objective of this work is to understand the geology of bottom habitats of the Misquamicut shoreface, for the purposes of determining a suitable location for placement of dredged sand as a feeder bar in the Misquamicut nearshore. The contractor will be responsible for: 1) Field data collection along a portion of the Misquamicut nearshore to include: (a) Complete side-scan-sonar imagery collected at a frequency of 500 kHz with a maximum swath width of 100m, covering 100% of the study area, in water depths ranging from 5-ft. to 40-ft.; (b) Surface sediment grab samples of the various side-scan facies encountered to better identify and correlate benthic habitats with the side-scan-sonar data; (c) Visual grain size determinations of all sediment samples as well as standard grain size sieve analysis of selected surface sediment grab samples using the Shepard (1954) sediment classification scheme; (d) Underwater digital video camera imagery of the various side-scan-sonar facies encountered, for the purposes of ground-truthing data collected by side-scan-sonar; 2) Analysis of all field data to include interpretation of all side-scan-sonar imagery, underwater video camera imagery, and surface sediment sample data to generate a complete digital 'geotif' mosaic of the entire study area, identifying all facies and benthic habitats encountered in the study area; 3) Generation of geologic maps (in ArcGIS MAPTM shape file format) showing: (a) Benthic habitats and shoreline facies for the entire study area; (b) Example images and other data used to provide groundtruthing for the side-scan data in development of the maps; (c) Detailed explanations of the information presented on the maps; 4) Production of a technical report containing the following: (a) Description of methods used to develop the geologic benthic habitat maps; (b) Maps and supporting data along with explanations of the data presented in the maps; (c) Discussion of sediment transport along the south shore of Rhode Island; (d) Recommendations, including rationale, for the best location(s) to deposit dredged sands within the study area to achieve the maximum benefit as a feeder bar to the Misquamicut shoreface; 5) Presentation of findings and data to various audiences within the Rhode Island, Connecticut, and Massachusetts geographical area. The contractor's personnel list shall include: a Coastal Geologist with expertise in the region and a minimum of 10-years experience in working with the various coastal headlands of Rhode Island's south shore (to include demonstrated previous work in the Misquamicut region), an experienced GIS technician, and an experienced side-scan-sonar operator/technician. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.), the resumes of key personnel as well as qualifications and experience in performing the work requirements stated above. Please include documentation of prior project experience in developing geologic benthic habitat mapping through side-scan-sonar imagery (to include examples of geologic benthic habitat maps generated by the offeror within the past 10 years), and demonstrated experience with evaluating sediment transport and sediment budgets in the study area. Responses are limited to 20 pages and are due May 16, 2008. All questions regarding this sources sought announcement should be directed to the identified point of contact. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of three years from the date of this notice. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation.
