THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICESThe Marine Corps Systems Command (MARCORSYSCOM), Infantry Weapons Systems, Quantico, Virginia, is seeking interested vendors capable of providing a non-developmental/COTS/modified-COTS hand held, Scout Sniper Ballistic Computer for 50 cal weapons and under. Requirements include: Operable in fresh and salt water exposure, capable of being dropped once from five feet onto a concrete floor without impacting its operation, dull and non-reflective external color, able to fit in the breast pocket of the Marine utility blouse excluding any external battery adapters, weigh no more than two pounds including battery, coyote brown pouch, and operable with gloves. Function: Mount an external battery adapter, use DOD inventory batteries, require no maintenance other than cleaning the screen, capable of being quickly zeroed, operable in basic cold (-13 to -28 degrees F) and hot (91 to 160 degrees F), computer display/information clearly visible by the user in day/night operations, have a minimum of 64MB of non-volatile internal storage capacity with the capability of utilizing external Flash Memory cards to expand data storage and be preserved in effect of removing primary and secondary power sources, able to calculate Coriolis-based deflection for shooter solutions, calculate standard deviation for shooter solutions beyond 2000 meters for multiple ammunition types, store and preserve solution computations for multiple weapons and calibers currently used by DOD, display the firing solution in Mils or Minutes of Angle, use Imperial/American and Metric units of measure combined, and have the functionality of both the ballistic computer requirements and handheld weather station requirement. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). Online Certifications and Representations at (ORCA), http://orca.bpn.gov, will also be required. Failure to comply with ORCA registration may make an offeror ineligible for award. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capability to meet the requirements by providing electronically their commercial/non-developmental brochures or other literature as well as cost and availability data for their Scout Sniper Ballistic Computer that includes instructions and/or drawings as well as cost and availability data to Margaret Norris, DefCtr, at Margaret.Norris.ctr@usmc.mil no later than 5:00 pm local time on 15MAY08.
