This is a pre-solicitation notice for the following: manufacture of cadet metal rank in accordance with USAFA PD 3000, dated 12 April 2008. The PD will be posted with the solicitation. 0001 Cadet Staff Sergeant rank, quantity 900 pair 0002 Cadet Technical Sergeant rank, quantity 900 pair 0003 Cadet Master Sergeant rank, quantity 600 pair 0004 Cadet Senior Master Sergeant rank, quantity 300 pair 0005 Cadet Chief Master Sergeant rank, quantity 150 pair 0006 Cadet First Lieutenant rank, quantity 600 pair 0007 Cadet Captain rank, quantity 1500 pair 0008 Cadet Major rank, quantity 1200 pair 0009 Cadet Lieutenant Colonel rank, quantity 600 pair 0010 Cadet Colonel rank, quantity 150 pair These items must be in compliance with the Defense Federal Acquisition Regulation 252.225-7001,Buy American Act and Balance of Payments Program. The delivery date is 1 August 2008. Request for quotation (RFQ) for solicitation FA7000-08-T-0093 will be available on or about 24 April 2008. The RFQ closing will be on or about 5 May 2008. The RFQ will be made available electronically on FedBizOpps.gov. The North American Industry Classification System Code is 332999 and the small business size standard is 500 employees. This is a 100% small business set-aside. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the USAF Academy Ombudsmen, Isabel L.
