Description
This is a combined synopsis/solicitation for a quantity of three (3) pintle heavy equipment transport trailers prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is Q7180080033 and the solicitation is being issued as a request for quotatation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This acquisition is reserved for small business concerns. The associated NAICS code is 336212, the small business size standard is 500 employees. The National Park Service is requesting quotes for the following: Three (3) each pintle heavy equipment transport trailers with the following specifications: 102" x 24' bed with a 5' dovetail and double hinged spring assisted assist ramps; GVWR: 48,000#;Axles: Two (2) 22,500# dual wheel - air brakes with auto slack adjusters on both axles - oil bath hubs; Suspension: hutch 9700 adjustable; Coupler: 60K 3" inside diameter pintle eye; Jack: Single 2 speed drop leg jack (25K); Floor: 2" nominal oak; Electric Plug: 7 way semi-style; Finish: Prepared with acid etched with white phosphorus, undercoated with Panther 813 (or equivalent) and two coats of primer. Painted with two coats high solid supreme acrylic automotive grade enamel. White in color. Additional Features: Anti-skid brake system on front axle; Storage area in the tongue with locking lid; Three (3) position pintle adjustment; Ten (10) outside diameter D-rings, five (5) on each side spaced equally along the bed; Spare tire and wheel equal to the ones on the trailer; Anti-Lock Braking System (ABS) on the second axle; and LED Lighting. Offeror is to provide a separate price for delivery directly to Guadalupe Mountains National Park. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items. In addition to the requirements in 52.212-1, quotes shall contain the following:a) Contractor provided information that responds to the evaluation factors noted below;b) Offerors shall complete and return with their offer a copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items; Not applicable if certified through On-line Representations and Certifications (ORCA) at https://orca.bpn.gov/. 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items. 52.212-2, Evaluation - Commercial Items: The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors listed in descending order of importance shall be used to evaluate the offers: 1) Technical capability of the item(s) offered to meet the Government requirement. Technical evaluation normally includes examination of product literature, technical features and warranty provisions; 2) price, and 3) past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of acceptability: the offeror must receive at least a satisfactory past performance rating from sources contacted by the NPS. The NPS will evaluate past performance based on the Government's knowledge of the offeror's past performance, and/or references obtained from any other source. Technical and past performance, when combined, are approximately equal to cost or price.
