CONTACTINFORMATION IS IN THE BODY OF THIS SOLICITATION.******************NASA/MSFC has a requirement for (4) additional PC Signal software licenses and renewal of(15) existing licenses.NASA/MSFC intends to purchase the items from AI Signal Reseach, Inc. Competition isimpractical for the following reason:Market research shows that ASRI is the developer of the PC Signal Software which issoftware used for vibration/diagnostics analysis for rotating machinery. The softwarepackage makes signal processing a simple task for analyzing vibration, acoustic, strain,or other dynamic signal measurements needed to support the test programs at MSFC. Also,ASRI is the only source for the renewals for the existing licenses.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to denece.a.norris@nasa.gov not later than 4:30 p.m. local time onApril 30, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
