Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a follow-on five-year sole-source indefinite delivery - indefinite quantity (IDIQ) contract to Lockheed Martin Federal Systems (LMFS), Owego, New York for continued engineering services in support of the Organic AMCM systems and MH-60S helicopter integration as well as fabricating production integration equipment including, but not limited to Common Consoles. The purpose of this effort is to ensure the integration and interoperability of five separate AMCM sensors on the MH-60S helicopter. The proposed AMCM system sensors to be incorporated in the MH-60S are as follows: AQS-20/X Advanced Sonar System (in-water towed system)Airborne Mine Neutralization System (AMNS)Airborne Laser Mine Detection System (ALMDS)Rapid Airborne Mine Combat System (RAMICS)Organic Airborne and Surface Influence Sweep (OASIS) This acquisition is unsuitable for full and open competition for the following reasons. LMFS, Owego is the sole developer and integrator of the avionics and C4I suite on the MH-60S helicopter. LMFS is the only source possessing the expertise, technical data, equipment, and experienced personnel necessary to perform the required engineering studies and interface requirement definition analysis required for the integration of the AMCM suite of sensors into the helicopter. Thus, this acquisition is for continued provision of highly specialized services within the meaning of FAR 6.302-1(a)(2)(iii). Additionally, this commonality for logistics purposes has the potential of reducing the life cycle cost of the MH-60S / Organic AMCM capability. LMFS has spent over eight years developing the avionics systems on the MH-60S and is the only vendor with the prerequisite knowledge of what it will take to integrate these systems. Only LMFS has the unique knowledge base and the experienced personnel necessary to successfully conduct the work. There are no other possible sources that can satisfy this requirement without significant additional cost, significant schedule risk and significant technical risk to the Government.
